EXECUTIVE SUMMARY
Parisi/CSE Design Group will provide professional outreach, planning, and design services for transportation complete streets projects, including the Otis Drive Traffic Calming Project, which includes technical expertise including complete street best practices, high quality graphics, specialized engineering and the ability to convey this knowledge to key stakeholders, City Commissions/Boards and the City Council.
BACKGROUND
The City has identified Otis Drive, between Westline Drive and Willow Street (1 mile), as a high priority for traffic safety improvements. The street is classified in the Transportation Element of the City of Alameda’s General Plan as an Island Arterial, which are streets intended to provide cross-island access for local intra-island trips through generally residential neighborhoods. It is also identified as a bicycle priority street and as a primary transit street, as the Alameda-Contra Costa Transit District (AC Transit) operates daily bus service in the corridor.
Otis Drive is 64 feet wide, curb to curb, and currently operates with two lanes in each direction, on-street parking along both curbs, and no bike lanes. Safety concerns include excessive speeds, challenging crossings for pedestrians, and a lack of bicycle facilities.
The goals of the project include:
• reducing driving speeds within the 25 miles per hour limit;
• improving safety for all users;
• adding bicycle facilities to connect to Wood School, the beach, Alameda Hospital with existing bike lanes on Westline Drive and Grand Street;
• improving bus stops;
• reduce impacts of flooding/sea level rise; and
• improve streetscape, such as gateways and landscaping
The current phase of the Otis Drive Traffic Calming project consists of developing design concepts, preparing materials for and facilitating public outreach and stakeholder meetings, and obtaining concept approvals and environmental clearance. The consultant’s team will provide technical expertise including complete street best practices, high quality graphics, specialized engineering and the ability to convey this knowledge to key stakeholders, City Commissions/Boards and the City Council.
DISCUSSION
On October 17, 2017, the Transportation Planning Division issued a Request for Quotations (RFQ) to prequalify firms for professional outreach, planning, and design services for transportation complete streets projects, including the Otis Drive Traffic Calming Project. The RFQ due date was November 14, 2017, and 13 firms submitted quotations. City staff interviewed 9 consultant teams, and selected the following five firms as qualified Engineering Teams on the Certified List: Alta Planning + Design, Carlson, Barbee & Gibson, Inc., CDM Smith, Kimley-Horn and Associates, Inc., and Parisi/CSW Design Group.
On April 30, 2018, Public Works issued a Request for Proposal (RFP) to the five prequalified firms. The proposal due date was May 21 and four proposals were received. The proposals are as follows:

Staff reviewed the proposals and selected two firms to interview. The selection interviews were held on June 7, 2018. The selection of Parisi/CSW Design Group was based on the consultant teams’ past experience, quality and experience of key staff, understanding of work scope, and ability to meet contract requirements. Staff recommends awarding a contract to Parisi CSW Design Group for $286,763, which includes a 15% contingency of $37,404. Parisi CSW Design Group is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the RFP. The contract with Parisi CSW Design Group is attached as Exhibit 1.
FINANCIAL IMPACT
The funds for this project are budgeted in the Public Works Department’s Capital Projects Fund (Fund 310) Project 91818, which is included in the City’s Capital Improvement Program. Funding sources for the project include Measure B/BB Local Streets and Roads and local Development Impact Fees. There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFRENCE
The City Council approved the Transportation Element of the General Plan (2009), which lists Otis Drive as a transit priority street and a bicycle priority street, in school and recreation zones and as an Island Arterial, and lists other priorities that will be addressed in the Otis Drive project, such as multimodal, safety and environmental improvements and considering needs for individuals with disabilities.
ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15061(b)(3).
RECOMMENDATION
Award a contract in the amount of $286,763, including contingency, to Parisi CSW Design Group for the outreach, planning and design services for the Otis Drive traffic calming and safety improvements project.
