EXECUTIVE SUMMARY
Most Street Safety and Vision Zero Implementation Plan projects require striping and signage upgrades to our roadways and an on-call agreement allows the City of Alameda (City) to quickly and effectively implement improvements. In addition, Public Works staff is dependent on contractors to perform thermoplastic striping work as Public Works maintenance personnel do not have the capability or equipment to apply thermoplastic pavement markings. This $750,000, five-year agreement will allow staff to implement timely changes to pavement markings and signage and improve safety and access for all users of the road. After a Request for Proposals (RFP) process, staff recommends awarding a contract to Chrisp Company for a five-year term for a total amount not to exceed $750,000. The contractor is not guaranteed any of the agreement amount as the agreement will be used on an as-needed basis.
BACKGROUND
Public Works has had on-call striping and signage agreements since 2008. These agreements help supplement traffic engineering work and allow for timely improvements. Additionally, Public Works maintenance personnel do not have the capability or equipment to apply thermoplastic pavement markings.
The previous three-year agreement was extended for a fourth year to cover work during Fiscal Years (FY) 2020-24. With the previous agreement, staff was able to implement traffic calming improvements at various locations throughout the City, ranging from refreshing/installing pavement markings, replacing/installing signs, daylighting intersections, installing advance stop bars, installing crosswalks, installing high visibility crosswalks, and installing bollards or delineators.
In particular, staff implemented daylighting improvements for all Tier 1 and Tier 2 High Injury Corridors. This included:

7. Park Street, Shore Line Drive to Blanding Avenue
8. Santa Clara Avenue, Park Street to Grove Street
9. Webster Street, Central Avenue to Stargell Avenue
Safety improvements were also installed at the schools listed below. A majority of the improvements came from coordinated efforts from the City and County via Alameda County’s Safe Routes to School site assessments.

5. Mariner Square Loop, Stargell Avenue to Mitchell Avenue
6. Santa Clara Avenue, Oak Street to High Street
7. Triumph Drive, Atlantic Avenue to Independence Drive
Lastly, staff used the agreement for projects that support City departments and the County.
1. Main Library Parking Lot - restriping
2. Park Street side of Fire Station 1 - install KEEP CLEAR markings
3. Wilma Chan Way - changing street name signs from previous Constitution Way
DISCUSSION
To solicit the maximum number of bids and most competitive unit prices, an RFP was provided to 12 separate builders’ exchanges throughout the Bay Area. In addition, notices were placed on the City’s web page and published in the Alameda Journal on May 3, 2024. After a period of 26 days, one (1) contractor submitted a proposal.

The request for proposal asked for qualifications and unit prices for various striping and signage work. Proposers were asked to provide statements of qualifications, which depicted organizational capacity, experience, and legal/financial history. Based on the proposal, staff determined Chrisp Company to be the most qualified proposer.
The work under this agreement is on call so there is no pre-determined work and the scope of each project is determined and authorized by City staff. However, it is anticipated that this agreement will be used to extend daylighting to the Tier 3 High Injury Corridors, complete quick build and rapid response infrastructure upgrades as part of Alameda’s Fatal Crash Response Program, and other Vision Zero Implementation Plan projects throughout the City.
Chrisp Company has performed striping and signage work on numerous Public Works projects in Alameda. Since this agreement’s inception in 2008, Chrisp Company has been the Contractor for every fiscal year (except for FY 2011 due to a lower bidder). Public Works has had a positive experience with the quality and timeliness of their work. Staff recommends awarding an agreement to Chrisp Company for five years, in a total amount not to exceed $750,000. The contractor is not guaranteed any of the agreement amount as the agreement will be used on an as-needed basis.
The RFP also informed the successful proposer that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The agreement is attached as Exhibit 1.
ALTERNATIVES
• Do not award the agreement and provide different direction to staff.
• Direct staff to adjust the contractual amount.
FINANCIAL IMPACT
$750,000 was appropriated on July 1, 2024 for FY 2024-25 to Capital Improvement Program Street Safety, Fund C61000. The funding sources are General Fund, Gas Tax (Fund 211), and DIF Transportation (Fund 305).

The $750,000 appropriated budget assumes $15,000 for the planning and design, $15,000 for administration and construction management, and $150,000 for the construction bid related to the on-call street safety improvements. The remaining $570,000 in the Capital Improvement Plan (CIP) project for FY 2024-25 will be available for additional street safety and traffic calming improvements throughout the City such as the planned flashing beacons to be installed on Mecartney Road and other projects.

Staff will encumber $150,000 for FY 2024-25 upon approval of the agreement. Encumbrances for future fiscal years would be dependent upon future Capital Budget appropriations approved by City Council. Compensation for work done under this Agreement, shall not exceed as follows:

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code. The improvements planned for this on-call agreement are consistent with the City’s Strategic Plan to invest in transportation, economic opportunities, and historic resources, specifically, to upgrade and enhance Alameda’s bicycle, pedestrian, transit, and car infrastructure to increase safety, reliability, sustainability and accessibility and to implement the Vision Zero Rapid Response program. This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).
CLIMATE IMPACT
This agreement poses no discernable, adverse impacts to the climate. Improvements to street safety for all users can promote a mode shift away from single occupancy vehicles to other forms of transportation such as walking, biking, and taking the bus, potentially reducing greenhouse gas emissions.
RECOMMENDATION
Authorize the City Manager to execute a five-year agreement with Chrisp Company for On-Call Street Safety Improvements Project, No. P.W. 03-24-10, in a total amount not-to-exceed $750,000. (Public Works 310).
