EXECUTIVE SUMMARY
The City Council must adopt a resolution calling the November election for the offices of Councilmember, Auditor and Treasurer and requesting Alameda County to conduct the election.
BACKGROUND
City Charter Section 19-2 requires a General Municipal Election to be held biennially on the date of, and consolidated with, the Statewide General Election in each even-numbered year.
DISCUSSION
In accordance with the City Charter and the California Elections Code, the City Council shall call for the November 5, 2024 General Municipal Election to be consolidated with the Statewide General Election. The following City of Alameda (City) offices will appear on the ballot: two City Councilmembers, Auditor and Treasurer, as well as all ballot or advisory measures or propositions, which may lawfully be submitted. At this July 2, 2024 meeting, City Council will also consider adding two potential ballot measures to the November ballot: 1) amending the City Charter related to leases and sales of real property and 2) a resolution of necessity, which is the first step for a General Obligation Bond. If the City agrees to reimburse costs, the Alameda County Registrar of Voters will provide election-related services.

FINANCIAL IMPACT
The funds for this election are allocated in the City Clerk election division in the amount of $230,000 in Fiscal Year 2024-25.

ENVIRONMENTAL REVIEW
Environmental review is not required to call the City of Alameda’s municipal election and request consolidation.
