EXECUTIVE SUMMARY

 

The Jean Sweeney Open Space Park (Sweeney Park) trail connectors are part of the Low Stress Bikeway Vision Network, and people of all ages and abilities will use these trail connectors to travel safely around Alameda. The trails were approved in the 2014 Sweeney Park Master Plan. Staff requests City Council award a contract to Suarez & Munoz Construction, the lowest responsive bidder, in an amount not-to-exceed $821,000, including contingency, to construct these trail connectors. In addition, staff requests City Council approve the proposed budget resolution to transfer funds between capital improvement projects to fully fund the project.

 

BACKGROUND

 

The City of Alameda (City) constructed the segment of the Cross Alameda Trail through Sweeney Park in 2018. Since the opening of the trail many community members have asked the City to build the north and south trail connectors. These trails will connect the local neighborhood to the south and the Marina Village Business Park to the north.  It allows residents to easily bike through the park to access grocery shopping and other businesses.  It also provides easier park access to employees who work in Marina Village Business Park. These connectors are included in adopted recommendations for the Active Transportation Plan.

 

To solicit the maximum number of bids and the most competitive price for the construction of these trail connectors, plans and specifications were provided to 17 separate builders’ exchanges throughout the Bay Area.  Notices were also sent to contractors on the Public Works Department Contractor List.  In addition, notices were placed on the City’s website and published in the Alameda Sun on October 19, 2023.  Bids were opened on November 15, 2023.  After a bidding period of 27 days, eight contractors submitted bids. Public Works staff contacted references provided by the lowest bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of its work.  Accordingly, staff recommends the construction contract for the trail connectors be awarded to Suarez & Munoz Construction.

                     Do not award the contract and provide alternative direction to staff.

 

FINANCIAL IMPACT

 

CIP C65010 (Cross Alameda Trail Connectors) currently has available budget of approximately $427,000 for this project.  The project is funded with various sources, including revenues allocated from Measure B/BB- Bicycle/Pedestrian and an Alameda County Transportation Commission grant.

 

Additional funds totaling $394,000 are required to meet the total construction cost of $821,000.

Staff is requesting authority to transfer $134,000 of funds from Measure BB-Local Streets and Roads budgeted in CIP C63000 Active Transportation, $210,000 of funds from CIP C63100 Bike/Pedestrian (Measure BB Local Streets and Roads), and $50,000 of TDA Article III funds budgeted in CIP C14000 Sidewalks to CIP C65010 Cross Alameda Trail Connectors, which will provide the $394,000 in additional funding necessary for this project. 

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The Sweeney Park Connectors Project was approved as part of the Jean Sweeney Park Master Plan in 2014 and included in the Alameda Active Transportation Plan (adopted 2022). The Sweeney Park Trail Connector project is included in the adopted Alameda Strategic Plan (2023-2026).  This item is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land).

 

Additionally, on July 15, 2014, City Council adopted a Mitigated Negative Declaration (MND) for the Jean Sweeney Park Master Plan, and the trail connector improvements authorized by this action are one component of that Master Plan. The 2014 MND only identified potential environmental impacts related to the project construction phase (e.g. dust, construction traffic, etc.), and none related to the project operation phase.  The MND sets forth mitigations to minimize all potential impacts. The trail connectors project is consistent with the 2014 MND and there have been no substantial changes in the project or project circumstances, and there is no new information of substantial importance regarding significant new or more severe environmental effects or feasible or considerably different mitigation measures, that would otherwise require preparation of a subsequent MND pursuant to CEQA Guidelines section 15162 or addendum to the MND pursuant to CEQA Guidelines section 15164.

 

For federal purposes, in accordance with the National Environmental Policy Act, this project is a Categorical Exclusion under 23 Code of Federal Regulations 771.117(c) (activity (c)(3): construction of bicycle and pedestrian lanes, paths and facilities).

 

CLIMATE IMPACT

 

Transportation generates over 70% of the greenhouse emissions in Alameda. The Cross Alameda Trail connects directly with the Seaplane Lagoon Ferry Terminal and multiple bus lines. Improving bicycle and pedestrian safety supports non-carbon emitting modes of transportation and the use of transit, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with Suarez & Munoz Const., Inc., for Jean Sweeny Trail Connector Improvements for a not-to-exceed amount of $821,000 including contingency; and adopt a resolution amending the fiscal year 2023-24 Capital Budget reappropriating $134,000 from CIP C63000, $210,000 from CIP C63100, and $50,000 from CIP C65010 to CIP C65010 increasing revenue and expenditure appropriations by $394,000.
