EXECUTIVE SUMMARY

 

Carson, Barbee & Gibson, Inc. (CBG) has provided civil engineering and surveying consulting services for the redevelopment of Alameda Point for over twenty years. They have drafted and supported the City of Alameda’s (City) implementation of the Master Infrastructure Plan (MIP) since 2014 and provide critical background and experience supporting development and leasing of property. CBG’s contract with the City has expired and staff recommends entering into a new contract with CBG to continue providing civil engineering and surveying services.

 

BACKGROUND

 

CBG has provided civil engineering and surveying consulting services for the redevelopment of the Naval Air Station Alameda (Alameda Point) on behalf of the City for over twenty years. CBG has played a critical role in establishing, updating, and implementing the MIP in partnership with the City, providing legal descriptions for the disposition of property, providing documentation required for lot line adjustments and subdivision maps, providing records of survey for conveyance and exchange of properties with other public agencies, designing the new Phase I and Phase II backbone infrastructure, and designing infrastructure improvements for the West Midway development. CBG maintains invaluable knowledge of the Alameda Point property and the unique infrastructure challenges faced by the site from past experience that can be built upon and leveraged to provide the City with cost-efficient and high-quality professional services. 

CBG was founded in 1989 and is a premier engineering firm in Northern California that consists of over 40 professionals. The firm concentrates its efforts and expertise on providing civil engineering services on mixed-use, residential, commercial and institutional development, and redevelopment projects. CBG’s project experience is diverse and includes the design and planning of many challenging urban and redevelopment projects including Mare Island and Vallejo Waterfront in Vallejo; East Garrison and The Dunes project at Fort Ord in Monterey; Bay Meadows redevelopment in San Mateo; redevelopment of the Hunter’s Point Shipyard in San Francisco; and the redevelopment of the Encinal Terminals, Chipman and Del Monte warehouse sites along the northern waterfront in Alameda.

CBG’s current agreement with the City has expired.

 

DISCUSSION

 

The City is engaged in a number of active leasing, development and land sale deals requiring continuous surveying and civil engineering support, including ongoing work for the West Midway and Site A disposition and development agreements (DDAs), property subdivisions and lot line adjustments for disposition of land, the negotiation of a proposed performing arts center with new infrastructure and circulation on Ferry Point Road, and infrastructure needs for possible future development in the Main Street Neighborhood and Enterprise District. Additionally, staff utilize the services of CBG for preparation of surveying-related exhibits for other property transactions, including the Navy conveyance process, State lands exchanges, leases, licenses, and easement agreements.

 

This and other activities require ongoing, regular support from CBG on an as needed basis. CBG’s scope will include:

 

-                     Master Infrastructure Plan Implementation: providing various engineering and exhibit preparation work for the implementation of the MIP, reviewing development proposals to ensure consistency with the MIP, analyzing phasing opportunities, preparing cost estimates, attending meetings, and coordinating with staff and utility service providers as needed.

-                     Surveying related tasks: Preparing survey maps and other documents as needed for sales, leases and developments, including but not limited to plat maps, legal descriptions, potential easements or other property rights, tentative maps for proposed parcels, lot line adjustment documentation, and mapping for Navy conveyance and state land exchanges as needed.

 

ALTERNATIVES

 

                     Authorize the agreement with CBG as recommended.

                     Do not authorize the agreement with CBG. Staff will need to secure these services from another contractor to proceed with real property work.

                     Provide direction and authorize staff to execute a modified agreement with CBG.

 

FINANCIAL IMPACT

 

Funds for these services are included in the approved Base Reuse Fiscal Year 2024-25 Budget for professional services (29061822).

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code and the Economic Development Strategic Plan. This action aligns with the City FY 2023-26 Strategic Plan projects TIE20 to continue infrastructure improvements at the Base including the design of Alameda Point Adaptive Reuse Area Phase 2 and 3, TIE 25 to implement the City’s Alameda Point Disposition Strategy - renting and leasing City properties, TIE 26 to expand Citywide business economic development activities, including an Alameda Point attraction and retention program and TIE35a to reuse and renovate buildings in NAS Alameda Historic District consistent with Secretary of Interior standards, with consultation and approval by Historic Advisory Board, as feasible. This action also implements the City’s 2014 Alameda Point Master Infrastructure Plan and its 2020 update.

 

This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

CBG supports implementation of the MIP, which includes implementing required climate adaptation infrastructure improvements.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with CBG for civil engineering and surveying consulting services for Alameda Point in an amount of $90,000 annually, with the option of four one-year extensions, for a total five-year expenditure not-to-exceed $450,000.
