EXECUTIVE SUMMARY

 

On October 2, 2024, City Council awarded an agreement to Roofing & Solar Construction, Inc. (RSC) to replace the roof at the Mastick Senior Center. The project replaced the existing roof with a brand-new roof system designed to preserve the structure and ensure safety. The construction scope executed under the subject agreement is complete and acceptable to Public Works. Staff recommends City Council authorize the City Manager to accept the work.

 

BACKGROUND

 

The Mastick Senior Center, a division of the Alameda Recreation & Parks Department (ARPD), operates year-round and offers a range of health, education, and recreational programs for adults aged 50 and older. Roof replacement at the center was a planned project in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund. Now complete, the new, fully warrantied roofing system will help protect the building and ensure a safe environment for program participants.

 

DISCUSSION

 

On October 2, 2024, City Council awarded the Mastick Senior Center Roof Replacement Project Agreement in the amount of $943,000, including contingencies, to Roofing and Solar Construction, Inc.

 

The project is now complete in accordance with the Plans and Specifications and is acceptable to the Public Works Department and to the ARPD. The final construction cost, including authorized construction change orders, is $943,000.

 

ALTERNATIVES

 

                     Accept the project as presented.

                     Do not accept the work and provide alternate direction to staff.

 

FINANCIAL IMPACT

 

Funds for this Project were appropriated in the Capital Improvement Program, Project C41000. There is no additional impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the City’s Strategic Plan priorities to enhance community safety and services and invest in City infrastructure. This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and (15303 New Construction of Small Structures).

 

CLIMATE IMPACT

 

The newly installed roofing system incorporated modern insulation materials designed to improve the facility’s indoor climate by enhancing the efficiency of the HVAC system and reducing energy consumption. Additionally, the roof was applied using a “cold process modified asphalt,” a method that generated fewer greenhouse gases, odors, and VOCs compared to traditional hot asphalt techniques.

 

RECOMMENDATION

 

Authorize the City Manager to accept the work of Roofing and Solar Construction, Inc. for the Mastick Senior Center Roof Replacement Project, No. P.W. 02-24-07.
