EXECUTIVE SUMMARY
The City of Alameda (City) currently leases Grand Marina to Encinal Industries, Inc. The leased premises includes a wharf, which abuts two sides of the Alaska Packer Building. In April 2025 City staff engaged the engineering firm, Simpson Gumpertz & Heger Inc. (SGH), to assess the current conditions of Grand Marina, including the wharf. Preliminary findings from the SGH assessment indicated that the wharf requires structural improvements and, as a result, staff and Encinal Industries, Inc., worked together to close access to the wharf to pedestrian and bicycle traffic beginning July 3, 2025. Access to the wharf has since remained closed. As directed by City Council, this report recommends the authorization of an agreement to complete maintenance on the wharf that will enable the reopening of an eight-foot-wide band of the wharf to pedestrian and bicycle traffic until a full retrofit of the wharf can be completed.
BACKGROUND
Grand Marina is located at 2099 Grand Street on the northern waterfront of Alameda within Fortman Basin. The leased premises includes a wharf, which was originally constructed approximately 100 years ago and is located on two sides of the Alaska Packer Building, is depicted in the attached Site Map (Exhibit 1). The wharf both serves as a popular section of the Bay Trail as well as serves commercial businesses located in the Alaska Packer Building.
The City currently leases Grand Marina, which includes the wharf, to Encinal Industries, Inc. The current lease expires in 2029 and in anticipation of negotiating a new lease for the marina premises, City staff engaged the engineering firm SGH to assess the current conditions of the marina premises, including the wharf, to help inform an appraisal of the property. Preliminary findings from that assessment indicated that the wharf requires structural improvements and, as a result, staff and Encinal Industries, Inc., worked together to close access to the wharf to pedestrian and bicycle traffic beginning July 3, 2025.
DISCUSSION
In July 2025 staff informed City Council of the SGH preliminary findings and the need to retrofit the wharf. Staff also presented to City Council a temporary maintenance solution that would allow for the reopening of an eight-foot-wide portion of the wharf so that public access can be resumed. City Council directed staff to pursue the temporary solution as well as a structural retrofit of the wharf.
In July 2025 staff engaged SGH to produce design drawings and engineering calculations for maintenance work on the wharf to temporarily allow for pedestrian safe access of an eight-foot wide walkway/bikeway across the wharf. The temporary work will require the repair of thirteen (14) deteriorated piles.
On August 21, 2025, staff issued a competitive Request for Proposals (RFP) for a qualified contractor to complete the maintenance work consistent with design drawings and engineering calculations developed by SGH.
To solicit the maximum number of proposals and competitive pricing, the RFP and SGH drawings were placed on the City’s website and advertised in the Alameda Journal. Staff hosted, with an SGH representative on-site, a mandatory pre-proposal meeting and site walk at the wharf at Grand Marina on August 25, 2025, with proposals due on September 2, 2025. One (1) timely proposal was received and scored.
Staff recommends a Service Provider Agreement (Agreement) with Power Engineering Construction (Power) be authorized given their technical capacity, marine specialization, and Alameda-specific experience. Power demonstrated the ability to complete the scope of work in a timely manner with a proposed not-to-exceed cost of $176,262. Power is experienced and qualified, and their proposal reflects their experience completing repair work on maritime structures such as the wharf at Grand Marina. Power agrees to fully comply with the requirements of California Labor Code Section 1720, et seq., and 1770, et seq. as well as California Code of Regulations, Title 8, Section 1600, et seq., (Prevailing Wage Laws).
Staff anticipates the maintenance work will be completed, and an eight-foot-wide band of the wharf be reopened, within three months of authorization of the Agreement.
ALTERNATIVES
• Authorize the Agreement with Power as proposed.
• Direct City Manager to execute Agreement for an alternate amount or scope, pending agreement by Power on the revised terms.
• Do not authorize and provide other direction to staff.
FINANCIAL IMPACT
The proposed Agreement will be paid through the Marina and Waterfront Repair Project (CIP C36000), approved by City Council through the Fiscal Year 2025-27 Capital Improvement Budget in June 2025.

CLIMATE IMPACT
Transportation generates over 70% of the greenhouse emissions in Alameda. Reopening this heavily travelled portion of the Bay Trail will improve bicycle and pedestrian safety and support non-carbon emitting modes of transportation and the use of transit, which reduces greenhouse gas emissions from the City’s transportation sector.
RECOMMENDATION
Authorize City Manager to execute a two-year agreement with Power Engineering Construction to perform maintenance work on the Wharf at Grand Marina in an amount not-to-exceed $176,262.
