Presentation on the HHS Strategic Plan & PLHA Plan

Body

To: Honorable President Gerald Bryant and Members of the Social Service Human Relations Board

EXECUTIVE SUMMARY

The City of Alameda’s Housing & Human Services (HHS) Division has developed a draft for its next strategic plan, the process of which included a needs assessment and multiple stakeholder sessions. HHS is also required by the Permanent Local Housing Allocation Program (PLHA) to submit a strategic plan. The 5-year strategic plan satisfies PLHA application requirements.

Division Manager Falls will present the draft plan to the Board as an update and an opportunity to provide feedback.

BACKGROUND

The City of Alameda’s Housing & Human Services (HHS) Division is renewing their 5-year strategic plan. The updated strategic plan establishes concrete goals and identifies the activities necessary to achieve said goals. On January 6, 2026, HHS Manager C’Mone Falls presented the final report on The Road Home strategic plan to City Council for consideration, and the report was accepted. This concluded the previous strategic plan and commenced the process for creating a new strategic vision, which HHS has developed over the past year. The development process included a thorough needs assessment and multiple stakeholder sessions.

HHS is also required by Permanent Local Housing Allocation Program (PLHA) standards to submit a strategic plan. PLHA is a program that provides grants to local California governments for housing-related projects or other programs that bridge the gap of other unmet housing needs in their communities. As an entitlement jurisdiction, the City of Alameda routinely receives these grants. The 5-year strategic plan satisfies PLHA application requirements.

Division Manager Falls will present the draft plan to the Board as an update and an opportunity to provide feedback.
