EXECUTIVE SUMMARY

Staff is recommending that City Council designate Jennifer Ott, City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager; Len Aslanian, Assistant City Attorney; and Andrew Schmieder, Senior Director, Cushman and Wakefield, as the real property negotiators for the lease for 2301 Monarch Street (Building 24) Alameda, CA, which will allow them to meet with City Council in closed session to discuss price and terms  related to the lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.

BACKGROUND

Building 24, located at 2301 Monarch Street in Alameda, CA, offers a unique opportunity for adaptive reuse in Alameda Point's historically significant district. The building is comprised of three bays with approximately 63,000 square feet (sf), and a 10,000-sf office area.  The City recently replace the roof and upgraded the sewer lateral for the building.  One of the bays is currently occupied by Complete Coach Works, a bus repair company, on a month to month lease. 

The Base Reuse and Economic Development department has been actively marketing the property through our commercial brokers at Cushman and Wakefield for a number of months.  We informally requested interested parties to submit proposals in the form of a Letter of Intent (LOI) by early October. The City received five (5) LOIs from the following four entities: Macro Oceans, 2301 Monarch LLC, c/o Paceline Investors LLC, St. George Spirits, Blue Sky Recycling LLC, and Wonky Kitchen LLC dba The Prep Station, dba Eat Drink Alameda.

DISCUSSION

Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Jennifer Ott, City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager; Len Aslanian, Assistant City Attorney; and Andrew Schmieder, Senior Director, Cushman and Wakefield as the real property negotiators for the lease for the premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.

ALTERNATIVES

                     Approve Jennifer Ott, City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager; Len Aslanian, Assistant City Attorney; and Andrew Schmieder, Senior Director Cushman and Wakefield as real property negotiators for the Premises.

                     Identify other staff as negotiators.

                     Choose not to negotiate terms related to occupancy and leasing of the premises and thus do not identify negotiators.

FINANCIAL IMPACT

There is no financial impact from the approval of real property negotiators.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

This action is consistent with the Alameda Municipal Code.  This action is subject to the Levine Act and relates to Strategic Priority TIE25, renting and leasing City Properties.

ENVIRONMENTAL REVIEW

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

CLIMATE IMPACTS

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
