EXECUTIVE SUMMARY
On June 4, 2025, the City of Alameda (City) entered into an agreement with Liftnow Automotive Equipment Corp. (Liftnow) for the installation of a new vehicle lift at the City’s Garage Central Repair Building (Agreement). The Agreement, included as Exhibit 1, is scheduled to expire on June 4, 2026.
Due to an extended design and permitting process, as well as unforeseen groundwater conditions and structural elements that were not identified in the existing building drawings, additional time is needed to complete the project. Additionally, it was determined that Liftnow’s scope of work does not necessitate Pollution Prevention Coverage Requirements due to negligible risk and is thusly being removed from the Agreement.
Staff recommends extending the term of the existing Agreement by twelve months, through June 4, 2027, at no additional cost and with no changes to the compensation structure, to allow the contractor to complete the installation of the lift. Exhibit 2 includes the proposed First Amendment to the Agreement.
BACKGROUND
Fleet Services oversees the City fleet including 453 vehicles, trucks, lawn care, construction equipment, trailers and towed machinery. The City fleet includes fire apparatus, police vehicles, public works trucks, parks equipment, and general administrative vehicles. The division provides essential support to City departments by ensuring vehicles and machinery are in good working order with a focus on safety, sustainability, and reliability. Over 1,500 services and repairs are completed every year, as well as the procurement of replacement vehicles and equipment.
Fleet Services operates out of the Garage Central Repair Building, which was built in 1969. The division requires a heavy-duty vehicle lift to raise and service large vehicles such as fire apparatus, heavy duty public works trucks and street sweepers. The existing heavy-duty lift, believed to be original to the building, is well past its useful life, is in disrepair and is unserviceable. Without a functioning heavy-duty lift, repairs on heavy duty vehicles need to be sent to an outside vendor, which increases vehicle down time and has the potential for increased costs.
DISCUSSION
On June 4, 2025, the City awarded an agreement to Liftnow for a total amount of $436,500, which includes the base bid of $396,820 and a 10% contingency of $39,682 (Exhibit 1). The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the Public Works Director. Due to an extended design and permitting process, as well as unforeseen groundwater conditions and structural elements that were not identified in the existing building drawings, additional time is needed to complete the project.

ALTERNATIVES
• Authorize the Interim City Manager to execute the First Amendment to the Agreement for a no-cost additional twelve-month term and insurance requirement adjustments.
• Direct staff to negotiate different terms and authorize the Interim City Manager to execute a revised First Amendment that includes such terms, if acceptable to Liftnow. This may also result in a delay or disruption of work if Liftnow does not agree.
• Do not authorize a First Amendment to the Agreement . This will cause a significant delay as the work will need to stop on the original term end date and will significantly impact fleet staff’s ability to perform scheduled maintenance and emergency repairs due to the absence of a working vehicle lift.
FINANCIAL IMPACT
There is no financial impact from extending the term of the Agreement.

This action is consistent with the Alameda Municipal Code, in line with the City’s Strategic Plan to Enhance Community Safety & Services. This action is subject to the Levine Act.

RECOMMENDATION
Authorize the Interim City Manager to execute a First Amendment to the Agreement with Liftnow Automotive Equipment Corp. for an additional twelve-month term and insurance requirement adjustments to replace the vehicle lift at City Fleet Services.
