EXECUTIVE SUMMARY
On October 16, 2018, City Council approved the City of Alameda’s (City) Minimum Wage Ordinance (the Ordinance) (Ord. No. 3226 N.S., §1, 10-16-2018) providing for annual increases to the minimum wage within the City, based on the cost of living increase (Exhibit 1). Cost of living was defined in the Ordinance as the percentage increase, if any, in the Bay Area Consumer Price Index - Urban Wage Earners and Clerical Workers, San Franciso-Oakland-San Jose for All Items (CPI-W) calculated using the February-to-February percentage increase.
Staff recommends City Council approve a resolution amending the City’s Part-Time Salary Schedule implementing the City’s increased minimum wage of $17.46 per hour. The estimated fiscal impact to the City is $176,000 in annual salary costs, primarily impacting the Recreation and Parks, Library and City Attorney Departments.
BACKGROUND
Under the City Charter, it is the responsibility of the City Council to establish and abolish offices and positions of employment and to fix the compensation and duties thereof (City of Alameda Charter Section 3-7(G)). City Council approved the City’s Minimum Wage Ordinance in October 2018 which adjusts the minimum wage annually on July 1st each year by the cost of living up to five (5%) percent. Based on the increase to the February CPI-W, the City’s Minimum Wage is increasing 2.7% to $17.46 per hour effective July 1, 2025. The Salary Schedule, as reflected in Exhibit 2, will ensure the City’s compliance with the new City minimum wage, and ensure adequate differentials between part-time job categories.
DISCUSSION
The classifications currently below the new $17.46 per hour minimum wage include: Recreation Leader, Tiny Tot Aide and Library Aide. Staff is proposing to increase the salaries for these classifications up to or above $17.46 per hour.
Twenty classifications not below the new minimum wage are being adjusted, as well, to avoid salary compaction with lower classifications. These classifications include: Recreation Specialist I, Recreation Specialist II, Aquatics Lifeguard, Aquatic Instructor, Aquatic Specialist I, Tiny Tot Instructor, Scorekeeper, Park Monitor, Lead Park Monitor, Library Associate I, Library Associate II, Library Specialist I, Library Specialist II, Police Assistant I, Police Assistant II, Administrative Assistant I, Administrative Assistant II, Maintenance Assistant I, Maintenance Assistant II and Maintenance Assistant III.
One classification, Aquatic Specialist II, will be added to the salary schedule. Previously, candidates in this role were categorized as Recreation Specialist II. To align more closely with the tasks being performed and to define the role more clearly, we have added the classification in the Aquatic Specialist series.
Three classifications not below the new minimum wage are being adjusted to maintain competitiveness of the City for attraction and retention of qualified staff. These positions are Law Fellow, Staff Counsel and Special Counsel.
The only classification that would be an exception to the new minimum wage is the Recreation Learner, which is exempt from minimum wage requirements. This classification provides work opportunities for individuals with limited or no experience as a trainee and must conform to the State Learner and Federal Youth Opportunity program.
ALTERNATIVES
• Adopt the resolution amending the salary schedule for part-time classifications.
• Direct staff to make changes to the salary schedule, however all classifications, except for Recreation Learner must be at least at $17.46 to be in compliance with the Minimum Wage Ordinance.
FINANCIAL IMPACT
The estimated fiscal impact by department for Fiscal Year 2025-2026 will be approximately $113,000 for Recreation and Parks, $25,000 for City Attorney, $27,000 for Library and $11,000 collectively for BRED, City Clerk, City Manager, Finance, Human Resources, Planning, Building and Transportation, Police (non-sworn) and Public Works departments for a total anticipated annual increase of $176,000, including increased PARS and Medicare contributions. The Recreation and Parks Department includes assumption of the minimum wage and compaction increases in the annual fee schedule and expects to recover the increase in costs of $113,000.

ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Adopt a resolution amending the salary schedule for part-time classifications effective June 1, 2025 to reflect changes to the City of Alameda Minimum Wage and to maintain adequate differentials between part-time job categories.
