Title

Discussion of Social Service Human Relations Board FY 2024-25 Work Plan

Body

To: Honorable President Scott Means and Members of the Social Service Human Relations Board (SSHRB)

EXECUTIVE SUMMARY

Each year, SSHRB presents an annual work plan to the Alameda City Council for its consent. SSHRB’s annual work plan is typically approved by the Board at its April meeting in order to be presented to the City Council at its first meeting in June.

BACKGROUND

The City of Alameda’s Municipal Code (AMC) describes that one of the duties of SSHRB is to adopt a plan for the performance of its delineated functions “with advice and consent of the City Council.”

SSHRB’s annual work plan is typically approved by the Board at its April meeting in order to be presented to the City Council at its first meeting in June.  At its January 31, 2024 meeting, SSHRB reviewed the draft 2024-25 Work Plan and proposed new ideas. The timeline to complete the 2024-25 Work Plan is as follows:

January                     Review activities of preceding year and identify three new or continued areas of focus

February                     Identify tasks for each area of focus in Work Plan

March                     Review final draft work plan and revise as needed

April                     Approve the Work Plan

May                     Prepare City Council presentation

June                     Present to City Council

DISCUSSION

At the October 26, 2023 SSHRB meeting, Board members agreed to begin a discussion of its 2024-25 Work Plan at its future meetings. The discussion among the Board members may cover:

•                     SSHRB’s roles and responsibilities, such as: overseeing and commenting on City programs, as requested; and sponsoring community events and engagement initiatives to raise awareness and bring community members together.

•                     Completing the CNA, by the May 7, 2024 City Council meeting when it will adopt funding recommendations for the FY 2024/25 CDBG Action Plan. Considering the City’s internal staff report review process, SSHRB would need to approve the CNA at its March 28 meeting in order to present it to the City Council on May 2.

•                     Finalizing the Work Plan, will follow a similar approval schedule as last year for the 2024-25 Work Plan. SSHRB would formally approve the Work Plan at its March 28 meeting with a presentation to City Council on either April 2 or May 7, 2024.
