EXECUTIVE SUMMARY
Staff seeks authorization to purchase three ambulance gurneys, accompanying equipment and a PRO Care Maintenance Service Agreement from Stryker Corporation (Stryker). These purchases will replace existing devices that have reached the end of their useful lifespan and provide maintenance and repairs for all Alameda Fire Department (AFD) Stryker equipment. Funding for this procurement is included in the Fiscal Year (FY) 2024-25 adopted budget in the amount of $324,213, with sole source justified because the new gurneys are compatible with the existing ambulance loading equipment installed in all AFD ambulances, eliminating any need to replace the existing loading systems.
BACKGROUND
AFD operates four frontline and three reserve ambulances, utilizing seven gurneys. Additionally, AFD has one spare gurney, for a total of eight gurneys. Three gurneys have surpassed their useful lifespan and are due for replacement. AFD utilizes battery-powered, hydraulically equipped Power-PRO XT gurneys to facilitate the safe movement of patients while reducing physical strain and injury risks for first responders. All AFD ambulances are equipped with a loading system specifically designed to facilitate the safe loading and unloading of a Power-PRO XT gurney.
The Stryker's Pro Care maintenance service plan provides comprehensive maintenance support for medical equipment. The plan includes preventative maintenance to ensure that devices remain in optimal working condition, reducing the risk of unexpected failures. Repairs are also covered, including costs for parts, labor, and travel, ensuring swift resolution of any issues. The Stryker PRO Care service plan also assists with compliance documentation, aiding organizations in meeting regulatory standards. This agreement will enhance safety and efficiency, while reducing operational downtime for all Stryker medical equipment that AFD uses.
DISCUSSION
Replacing the outdated Power-PRO XT gurneys ensures that AFD can continue providing effective emergency care to the community. These devices play a critical role in patient care and responder safety. The gurneys reduce physical strain on staff while improving patient safety. The three new gurneys will be placed in service on three of four of AFD’s frontline ambulances. The new gurneys are compatible with the existing ambulance loading equipment (Stryker-PRO Loader) that is installed in all seven of AFD’s ambulances, eliminating any need to replace the existing loading systems. Stryker will provide a trade-in credit of $7,500 for the old gurneys. The total cost for all three gurneys with the trade-in credit is $103,800 (Exhibit 1).
To maintain the reliability and performance of AFD’s Stryker equipment, AFD plans to utilize Stryker’s PRO Care service maintenance plan (Exhibit 2). This plan includes preventative maintenance, repair coverage for parts, labor, travel, and compliance documentation assistance. The agreement will minimize downtime, enhance safety, and improve operational efficiency. The following equipment will be covered under the maintenance and repair plan for 48 months:
• LifePak 15 Cardiac monitors and defibrillator
• Power-PRO XT Gurneys
• LUCAS- Chest compression system
• PRO-Stair Chair
• LifePak 1000 Automated defibrillator
• POWER-Load systems
The total cost for the 48-month PRO-Care Plan is $220,413. This price includes a 15% discount.
By replacing outdated equipment and securing support through Stryker’s PRO-Care Plan, AFD will be better equipped to provide reliable emergency medical services to the City of Alameda (City).
ALTERNATIVES
• Continue using the current Power-PRO XT gurneys. However, as replacement parts are discontinued, maintaining and servicing these devices will become increasingly difficult. Any non-operable units would eventually be irreparable, directly affecting the Fire Department’s ability to deliver effective patient care.
• Operate without the PRO-Care Plan and cover costs associated with preventive maintenance, repairs, and replacements as they are needed and arise. This option would most likely lead to increased maintenance issues and increased out-of-service time for life-saving equipment.
FINANCIAL IMPACT
The total cost includes two components: the equipment for a total not-to-exceed $103,800 and the service agreement, which amounts to $220,413. Combined, these expenses total $324,213, as allocated in the adopted FY 2024-25 budget. (10032260-81020).
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code Section 2-59 (Authorization of Contracts). This action supports the Strategic Priority, “Enhance Community Safety & Services” in the City’s Strategic Plan.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Authorize the purchase of three hydraulically equipped ambulance gurneys (Power-PRO XT) and accompanying equipment and maintenance service agreement from Stryker Corporation in the amount not-to-exceed $324,213.
