EXECUTIVE SUMMARY

 

On May 7, 2024, the City Council awarded a contract to Gruendl Inc. dba Ray’s Electric in the amount of $211,542.50, which included a $20,000 contingency, for the Lincoln Avenue / Walnut Street Safety Improvement Project.

 

Two change orders totaling $15,521.02 were approved over the course of the project. Sufficient funding was available from the contingency to pay for the additional expenses with a total project cost of $205,974.02. The improvements executed under the subject contract are complete in accordance with project plans and specifications. Staff recommends City Council acceptance of the work.

 

BACKGROUND AND DISCUSSION

 

The work completed by Gruendl Inc. dba Ray’s Electric includes upgraded striping along Lincoln Avenue and rectangular rapid flashing beacons, signage and striping at the intersection of Lincoln Avenue and Walnut Street. This work will improve vehicle and pedestrian safety by reducing vehicle speeds approaching and through the intersection, and improve pedestrian visibility with the upgraded painted bulbouts, and flashing beacons. Notice to Proceed was issued on July 29, 2024 and work began on October 07, 2024.  On November 18, 2024, Public Works staff performed a final inspection of the public improvements. The completed work is acceptable to the Public Works Department.

 

ALTERNATIVES

 

                     Accept the improvements completed by Gruendl Inc. dba Ray’s Electric for the Lincoln Avenue / Walnut Street Safety Improvement Project; or

                     Remand the project back to staff for further consideration and evaluation of the completed improvements.

 

FINANCIAL IMPACT

 

The original funds were budgeted in the Capital Improvement Program (CIP) Project C61000, Street Safety. The allocation to improve the Lincoln Avenue / Walnut Street intersection was $231,542.50.

Approximately $425,000 of funds remain in CIP Fund C61000, Street Safety for future projects.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code. General Plan policies support complete streets, which are designed for all modes of transportation as follows: General Plan policies LU-3 Complete Streets and ME-10 Movement, Action A, Complete Streets.  The Project is also included in Resolution 15849, Making Significant Safety Improvements to Alameda Streets in 2022 and Beyond to End Fatalities and Serious Injuries.  The Project is consistent with and helps implement the City’s Active Transportation Plan and Vision Zero Plan. This action also supports the City Strategic Plan Priority to Invest in Transportation, Infrastructure, Economic Opportunities and Historic Resources.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).

 

CLIMATE IMPACTS

 

Transportation generates over 70% of the greenhouse emissions in Alameda.  Improving pedestrian safety supports non-carbon emitting modes of transportation and the use of transit, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Accept the improvements completed by Gruendl Inc. dba Ray’s Electric for the Lincoln Avenue / Walnut Street Safety Improvement Project, PW No. 01-24-05.
