EXECUTIVE SUMMARY

 

The City of Alameda Police Department (APD) uses the Alameda County Sheriff’s Office (ACSO) Regional Training Center for continuing professional training for sworn personnel. Although costs vary each year, training at the Regional Training Center is estimated to cost up to $25,000 per year. APD’s prior three-year agreement with ACSO expired earlier this year. Considering both prior and anticipated costs and the preceding three-year agreement, a new three-year agreement for $75,000 requires City Council approval, as it would exceed the five-year limitation in Alameda Municipal Code (AMC) Section 2-59.3.

 

BACKGROUND

 

The California Commission on Peace Officer Standards and Training (POST) was established by the Legislature in 1959 to set minimum selection and training standards for California law enforcement agencies. As a participating agency in the POST program, APD agrees to abide by POST's standards. 

 

POST requires peace officers to maintain continuing professional training. Among the requirements are driver training and awareness, as well as training on the use of firearms.  POST also provides training guidelines for motorcycle officers and canine handlers.

 

ACSO operates the Regional Training Center, which hosts law enforcement agencies for:

 

-                     Canine training

-                     Emergency Vehicle Operations Course training

-                     Firearms training

-                     Motorcycle training

 

APD has been utilizing the Regional Training Center since 2023 under a prior agreement, signed by Chief of Police Nishant Joshi pursuant to departmental head purchasing authority.  The term of the prior agreement ended on March 1, 2026.

 

DISCUSSION

 

Based on a review of fees previously paid to ACSO for use of its Regional Training Center, costs vary by the type of training and the number of sworn personnel employed by APD. The total budget for the proposed Agreement over the three-year period is not to exceed $75,000; however, the actual amount expended will be based on actual use and therefore may ultimately be lower than $75,000. The Agreement is attached as Exhibit 1. The prior agreement (which had a total term of three years and a not-to-exceed compensation of $25,000) is attached as Exhibit 2.

 

ALTERNATIVES

 

•                     Do not approve the agreement.

 

FINANCIAL IMPACT

 

Funding for training-related costs is included in the FY 2026-27 Police Administrative Services Division budget. 

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This matter is being presented pursuant to Alameda Municipal Code Section 2-59.3 because the prior three-year agreement, combined with this subsequent Agreement’s term, would cause the total term to exceed five (5) years. Therefore, City Council approval is required.

 

This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Authorize the City Manager to execute a three-year agreement in the amount not-to-exceed $75,000 with the Alameda County Sheriff’s Office for the use of the Alameda County Sheriff’s Office Regional Training Center.
