BACKGROUND

 

On May 2, 2017, the City Council unanimously approved a high-priority referral directing staff to update Alameda’s 2008 Local Action Plan for Climate Protection (Climate Plan).  Staff was directed to return to City Council by December 2017 with a proposed scope of work for the Climate Plan’s update, and to ensure involvement of Community Action for a Sustainable Alameda (CASA), and other interested Alameda environmental groups and organizations.

 

On October 20, 2017, the City of Alameda filed an application for funding a climate adaptation plan, which would be a component of the City’s Climate Plan update. The grant application amount was $236,375 and it was submitted to the Fiscal Year 2017-18 California Department of Transportation (Caltrans) Senate Bill No. 1 Adaptation Planning Grant Program.

 

On December 5, 2017, the City Council approved a draft scope of work for the Climate Plan update. The portions of that approved scope related to climate adaptation matched the City’s application for funding from Caltrans.

 

On December 15, 2017, Caltrans announced that the City of Alameda was awarded the requested $236,375 to assist with the creation of the Climate Adaptation Plan.

 

DISCUSSION

 

Adoption of this Resolution formally accepts the grant revenue, authorizes the City Manager to enter into a contract with Caltrans to accept the revenue, appropriates the City’s local match in the amount of $30,625, and authorizes the Public Works Department to spend the funds on the City’s Climate Adaptation Plan, consistent with the grant.

 

FINANCIAL IMPACT

 

A local match in the amount of $30,625, or 11.47% of the total project ($267,000), is required as a condition of grant acceptance.  Funds have already been budgeted as part of the Climate Plan update (Project No. 91852), approved December 5, 2017, and the local match will be drawn equally from four sources: the Sewer Fund (602), Urban Runoff Fund (351), Integrated Waste Fund (274.1) and the Community Development Fund (209). If the item is not approved, the City of Alameda will not receive its awarded funds and the timeline for completing the Climate Plan will be delayed.  There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

Undertaking the Climate Plan update is consistent with the General Plan, which states:

                     Transportation Element Livability Goal (4.2): “Balance the mobility needs of the community with the overall community objective of creating a livable human and natural environment…”

                     Land Use Element Policy (2.5.zz): “Establish Green Building and/or Sustainable Design standards to be applied to all new retail developments and major retail additions and remodels.”

                     Open Space and Conservation Element (5.1): “Protection of water resources and fragile habitat recognizes the interdependent relationship between human and other living communities.”

                     Safety and Noise Element Objective (8.3): “Minimize risks of loss of life, personal injury, property damage and environmental degradation posed by sea level rise, flooding and storm water runoff.”

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt pursuant under CEQA Guidelines Section 15306, Data Collection and Planning Studies.  Individual projects identified within the Climate Plan update will be reviewed in accordance with CEQA requirements prior to their approval or implementation.

 

RECOMMENDATION

 

Approve receipt of revenue from the Caltrans Adaptation Planning Grant Program for Fiscal Year 2017-18, for preparation of the City of Alameda Climate Adaptation Plan.
