EXECUTIVE SUMMARY
On March 4, 2025, City Council awarded an agreement to McKim Corporation (McKim) in the amount of $1,209,149.70, plus a 10% contingency, for a total authorized amount of $1,330,065 for the Grand Street Safety Improvements and Pavement Rehabilitation Project.
The improvements are complete in accordance with project plans and specifications at a total cost of $1,201,392.29. Staff recommends City Council accept the work constructed as part of the Grand Street Safety Improvements and Pavement Rehabilitation Project.
BACKGROUND
The Grand Street Safety Improvements and Pavement Rehabilitation Project, located between Shore Line Drive and Otis Drive, included full width pavement rehabilitation, a street level two-way bicycle facility with a buffer, Americans with Disabilities Act (ADA) compliant curb ramps, on-street parking, a mid-block crosswalk near Wood School with flashing beacons and pedestrian refuge island, bus stop improvements, and restriping for existing automobile travel lanes.
DISCUSSION
City Council awarded an agreement to McKim on March 4, 2025. A Notice to Proceed was issued on May 1, 2025 and work began on May 5, 2025. On September 10, 2025, Public Works staff performed a final inspection of the public improvements. The completed work is acceptable to the Public Works Department. Staff recommends City Council accept the work of McKim, for the Grand Street Safety Improvements and Pavement Rehabilitation Project P.W. No. 04-24-13.
ALTERNATIVES
• Accept the improvements for the Grand Street Safety Improvements and Pavement Rehabilitation Project as complete; or
• Remand the project back to staff for further consideration and evaluation of the improvements.
FINANCIAL IMPACT
This first phase of the Grand Street Safety Improvements and Pavement Rehabilitation Project was budgeted in Capital Improvement Program (CIP) No. C10000, Pavement Management. The improvements are complete in accordance with project plans and specifications at a total construction cost of $1,201,392.29.
On July 18, 2023, City Council approved $7,110,000 in funding for the Grand Street Safey Improvements project. The remaining funds will be used to support the design and construction of the next segment of improvements on Grand Street, from Otis Drive to Encinal Avenue.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
The constructed improvements to Grand Street from Shore Line Drive to Otis Drive are consistent with Alameda General Plan mobility goals, including:
• Equity: Provide for mobility needs of all Alameda residents, workers, and visitors regardless of income, age, ability, and neighborhood.
• Safety: Eliminate fatalities and severe injuries on Alameda streets, sidewalks, crosswalks, and trails by 2035.
• Choices: Expand and improve options to low occupancy automobile trips to incentivize mode shift to more environmentally sustainable modes of transportation while recognizing the diverse needs for mobility.
• Sustainability: Reduce the impacts of transportation system on the environment, and transition to a more resilient transportation system to address the impacts to climate change.
The improvements are included in the City of Alameda 2023 Strategic Plan as Project # TIE13 to implement Grand Street safety improvements from Shore Line Drive to Encinal Avenue.
The improvements are consistent with the Active Transportation Plan, which includes a separated bikeway along Grand Street, in the Bikeway Vision Network and the 2030 Infrastructure Plan that includes Project #2: Grand Street Safety Project calling for pedestrian safety improvements and separated bike lanes.
ENVIRONMENTAL REVIEW
In accordance with CEQA, this project is categorically exempt under CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land).
CLIMATE IMPACT
Since vehicle miles traveled is the largest source of greenhouse gas emission in Alameda, accessibility improvements in support of bicycles and pedestrians will have a positive climate impact.
RECOMMENDATION
Accept the improvements completed by McKim for the Grand Street Safety Improvements and Pavement Rehabilitation Project (P.W. No. 04-24-13).
