EXECUTIVE SUMMARY
In October 2024, the Alameda Police Department (APD) entered into a one-year trial of a software solution from Peregrine Technologies, Inc. This software solution aggregates APD’s multiple different data sources into a single easy to search and utilize platform. It also enables controlled sharing of data between local and regional partners for enhanced cooperation and investigation of crime. The one-year trial was successful, and the software solution has been useful to APD. Staff recommends entering into a two-year agreement with Peregrine Technologies, Inc., for the term of January 1, 2026 through October 14, 2027. (see Exhibit 1)
BACKGROUND
APD has numerous sources of data that are generated from reports, calls for service, computer aided dispatch systems and body worn camera recordings. These include data sets from current and prior records management solutions, Laserfiche records, collision reporting solutions as well as current and prior computer aided dispatch solutions. Prior to Peregrine Technologies, searching through these records required logging into each individual system, and performing the necessary search in each individual system that needed to be queried. This was a very time-intensive and laborious process that required training staff on multiple different systems. This included having to train and search on legacy systems that are no longer actively used by APD.
DISCUSSION
APD has used the Peregrine Technologies software solution since October 2024. During this time period, Peregrine aggregated all of the APD’s data and made it accessible through their proprietary software solution. The software solution allows APD staff to utilize a web-based portal to perform a search query of all the aggregated data. Peregrine Technologies product is Criminal Justice Information Services (CJIS) compliant and continually updates/refreshes as new data is added to each of the APD’s individual systems.
This single point of access and search has allowed APD staff to streamline their investigative processes. They can now log in to a single system and see all relevant records for locations, vehicles, or individuals within our existing data. This has reduced the time required to train new and existing staff, as well as the time spent logging onto individual systems to run the same query repeatedly to check all available data.
Additionally, Peregrine Technologies’ product also allows APD staff to view shared data from other participating agencies. Regional partners, such as the Hayward Police Department and the Alameda County Sheriff’s Office, have made their data accessible to be searched within the Peregrine platform. APD has full control over what data is shared and shares only with regional partners and no federal agencies. This feature saves additional time, by allowing APD staff to review regional data without having to reach out by phone or email to regional partners. The sharing feature is also customizable, allowing each agency to limit or enable sharing of individual types of data, or with specific agencies, to comply with sharing policies.
APD has been pleased with the service provided by Peregrine Technologies. They have been a valuable partner in aggregating many sources of APD data and enabling staff to conduct thorough and efficient investigations. Staff recommends that City Council authorize the Interim City Manager to negotiate a two-year agreement with Peregrine Technologies, Inc. The Agreement term expires on October 14, 2027. The total cost of the two-year agreement is $178,640.00.
ALTERNATIVES
• Enter into a two-year agreement with Peregrine Technologies.
• Direct staff not to renew the contract and discontinue use of the product.
• Direct staff to explore alternative solutions.
FINANCIAL IMPACT
The initial year trial was purchased with existing grant funds within the Police Department’s budget. This two-year contract will also be funded with existing grant funds included in the Police Department’s Patrol/Traffic budget (100311108) for Fiscal Year 2025-26 and 2026-27. No additional budget appropriations are needed.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code, APD policies, and applicable state law concerning transmission of law enforcement data. This action supports the City Strategic Plan Priority to Enhance Community Safety and Services.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Authorize the Interim City Manager to execute a two-year agreement with Peregrine Technologies, Inc. for software services for a total not-to-exceed amount of $178,640.
