EXECUTIVE SUMMARY

Staff is recommending that City Council designate City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, Jones Lang and LaSalle (JLL) Managing Director Francisco Torres, and Assistant City Attorney Len Aslanian, as Real Property Negotiators , as the real property negotiators for the lease for Building 43 at Alameda Point, 2440 Monarch Street, Alameda CA 94501 (“Building 43”), which will allow them to meet with City Council in closed session to discuss price and terms related to lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.

BACKGROUND

Building 43, located at 2440 Monarch Street, is an approximately 10,500 square-foot 2-story concrete building. Building 43 is currently divided into two bays and was originally used by the Navy as a weapons shop. It is a contributing structure to the Naval Air Station Alameda Historic District and was built in 1941. The front bay was previously leased by a winery and the rear bay is currently occupied under a license agreement. The City, through its commercial broker, JLL, marketed Building 43 for lease with a deadline of June 30, 2026, for interested parties to submit Letters of Interest (LOIs). The City received two LOIs from Scolari’s Restaurant, Inc, and Chopper Guys, and staff is seeking City Council direction for next steps.

DISCUSSION

Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, JLL Managing Director Francisco Torres, and Assistant City Attorney Len Aslanian, as the real property negotiators for the lease for the premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.

ALTERNATIVES

Approve City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, JLL Managing Director Francisco Torres, and Assistant City Attorney Len Aslanian, as real property negotiators for the Premises.

                     Identify other staff as negotiators.

Choose not to negotiate terms related to lease of the premises, and thus do not identify negotiators.
