Recommendation to Adopt Public Art Commission Meeting Calendar for 2023 that Seeks to Avoid Possible Conflicts that Inhibit Maximum Public Participation

EXECUTIVE SUMMARY
In certain instances, a scheduled Public Art Commission (PAC) meeting may coincide with a public holiday or otherwise not be conducive to public participation. Due to potential scheduling conflicts that may arise stemming from holidays or other conflicts, this staff report staff recommends that Commissioners discuss PAC’s regular calendar and conflicts, set new meeting dates and adopt an agreed PAC calendar for the next year.
BACKGROUND
The PAC regularly scheduled meetings are on the third Monday of every other month. The following shows the third Monday of every other month and the potential conflicts in parentheses.

• 6/19/2022 (Juneteenth)
• 8/21/2023
• 10/16/2023
• 12/18/2023
DISCUSSION
In certain instances, a scheduled PAC meeting may coincide with a public holiday or otherwise not be conducive to public participation. For example, in 2023 the third Monday in February (February 20th) falls upon President’s Day and the third Monday in June falls upon Juneteenth. Due to potential scheduling conflicts that may arise stemming from these holidays or other conflicts, staff recommends that the PAC set new meeting dates and adopt an agreed PAC calendar for the next year.
The regularly scheduled meeting days for the Planning Board are the second and fourth Mondays of the month. The regularly scheduled meeting days for the City Council are the first and third Tuesday of the month. Considering these other meeting schedules, in addition to any other regularly scheduled PAC meetings identified by Commissioners as potentially hindering public participation, staff proposes that the PAC adopt the following meeting calendar for 2023:

• 6/12/2023
• 8/21/2023
• 10/16/2023
• 12/18/2023
FINANCIAL IMPACT
There is not a direct financial impact to the City’s General Fund to reviewing scheduled meetings and rescheduling as necessary.

Adopt Public Art Commission meeting calendar for 2023 that seeks to avoid possible conflicts that inhibit maximum public participation.
