EXECUTIVE SUMMARY
Staff is recommending that City Council designate City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, Acting City Attorney Len Aslanian, and JLL Managing Director Kristi Childers, as the real property negotiators for the lease for Building 24 at Alameda Point, 2301 Monarch St., Alameda CA 94501 (Building 24), which will allow them to meet with City Council in closed session to discuss price and terms related to a lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.
BACKGROUND
Building 24, located at 2301 Monarch Street at Alameda Point, consists of three hangar bays with shared office space and restrooms. It was constructed in 1990 and conveyed to the City in 2013. The City recently re-roofed Building 24 and marketed it for lease or sale in 2025. Presently, one of the three bays is leased, and the other two are vacant.
Through its commercial real estate brokers, JLL, the City asked for letters of interest (LOIs) for parties interested in leasing or purchasing Building 24. The City received seven LOIs, from: American Rail, Inc., a Delaware C Corp; Apollo Atomics, Inc, a Delaware corporation; Bulwark Dynamics, Inc., a Delaware corporation; Giga Energy, Inc., a Delaware corporation; Marque Ventures Management, LLC, a Delaware LLC; MRP Menlo Equities; LLC and Paceline Investors LLC, a California LLC. Four of the offers were to lease part or all of the building, and three were to purchase.
A lease within this building would not necessarily preclude another lease, nor would it preclude a sale. Staff is continuing to market this property for additional tenants or a buyer.
DISCUSSION
Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, Acting City Attorney Len Aslanian, and JLL Managing Director Kristi Childers as the real property negotiators for the lease or sale for the premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.
ALTERNATIVES
• Approve City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, Acting City Attorney Len Aslanian, and JLL Managing Director Kristi Childers as real property negotiators for the Premises.
• Identify other staff as negotiators.
• Choose not to negotiate terms related to occupancy and leasing of the premises, and thus do not identify negotiators.
FINANCIAL IMPACT
There is no financial impact from the approval of real property negotiators.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code. This action is subject to the Levine Act and relates to Strategic Priority TIEH25 (Implement the City’s Alameda Point Disposition Strategy - renting and leasing City properties and evaluate renewal provisions).
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACTS
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Approve City Manager Gerry Beaudin, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Base Reuse Manager Alesia Strauch, Acting City Attorney Len Aslanian, and JLL Managing Director Kristi Childers as the real property negotiators for the lease or sale of the premises located at Building 24 at Alameda Point, 2301 Monarch St., Alameda CA 94501.
