EXECUTIVE SUMMARY

 

Staff is recommending that City Council designate Interim City Manager, Adam Politzer, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Administrative Management Analyst Annie Cox, Assistant City Attorney Len Aslanian, Cushman and Wakefield Senior Director Andrew Schmieder, as the real property negotiators for Building 525, located at 2751 Todd Street, Alameda (Premises), which will allow them to meet with City Council in closed session to discuss price and terms of a lease for the Premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.

 

BACKGROUND

The Premises is located at 2751 Todd Street, Alameda Point and consists of approximately 23,208 square feet of rentable space. The Premises is located in Alameda Point’s Adaptive Reuse Area near the “civic core”. Although not a historically contributing structure, the former recreational bowling alley provides wide span open indoor space, allowing for a variety of reuse opportunities.

 

The Base Reuse and Economic Development (BRED) department has been actively marketing the property through our commercial brokers at Cushman and Wakefield for a number of months and received two (2) Letters of Intent (LOI)s from the following two entities: Pacific Pinball Museum, a California Nonprofit Organization, and Swings and Wings, LLC.

 

DISCUSSION

 

Under Government Code section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Interim City Manager, Adam Politzer, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Administrative Management Analyst Annie Cox, Assistant City Attorney Len Aslanian, and Cushman and Wakefield Senior Director Andrew Schmieder as the real property negotiators for the lease of the Premises, which will allow them meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.

 

ALTERNATIVES

 

                     Approve Adam Politzer, Abigail Thorne-Lyman, Annie Cox, Aslanian, and Andrew Schmieder as real property negotiators for the Premises.

                     Identify other staff as negotiators.

                     Choose not to negotiate terms related to occupancy of the Premises, and thus do not identify negotiators.

 

FINANCIAL IMPACT

 

There is no financial impact from the approval of real property negotiators.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code. This action is subject to the Levine Act and relates to Strategic Priority TIE25, renting and leasing City Properties.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACTS

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Approve Interim City Manager Adam Politzer, Base Reuse and Economic Development Director Abigail Thorne-Lyman, Administrative Management Analyst Annie Cox, Assistant City Attorney Len Aslanian, Cushman and Wakefield Senior Director Andrew Schmieder, as Real Property Negotiators for Building 525, located at 2751 Todd Street, Alameda, CA 94501.
