EXECUTIVE SUMMARY
Staff is recommending that City Council designate Gerry Beaudin, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Kristi Childers, Jones Lang LaSalle, and Len Aslanian, Acting City Attorney, as the real property negotiators for a potential lease of property located at Piers 2 and 3 at Alameda Point as well as adjacent property within the State Lands Trust designation and not currently subject to a long term lease by other parties (collectively, the Premises).
This item will allow appointed negotiators to meet with City Council in closed session to discuss price and terms related to the lease of the Premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.
BACKGROUND
In its conveyance of property to the City following the Base Realignment and Closure Act, the Navy conveyed to the City three piers at the southeast end of Seaplane Lagoon, as well as property within and adjacent to Seaplane Lagoon. Pier 1 (the northernmost pier) is leased to Power Engineering and Kai Concepts; Pier 2 is currently vacant; Pier 3 (the southernmost pier) is currently partially leased to the AC Hornet Foundation on a month-to-month basis. In the past, Piers 2 and 3 have been leased to public and private entities including the United States Maritime Administration and Matson Navigation. The piers and adjacent property are designated State Lands Trust properties, which are limited in use by State Law to uses such as navigation, fishing, boating, natural habitat protection, and other water-oriented activities and may only be leased by the City, not sold.
Staff have been approached by several parties interested in a potential lease of either piers 2 or 3 and adjacent properties; those parties include the United States Coast Guard, the Water Emergency Transportation Authority (WETA), and Manson Construction Company. Exhibit 1 shows the general location to be discussed. Areas currently leased by Matson Navigation at 1500 Ferry Point, and by WETA for its Central Bay Operations and Maintenance Facility at 670 West Hornet Avenue are not under consideration in this item.
DISCUSSION
Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Gerry Beaudin, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Kristi Childers, Jones Lang LaSalle, and Len Aslanian, Acting City Attorney, as the real property negotiators for the lease for the Premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.
ALTERNATIVES
• Approve real property negotiators for the Premises as recommended.
• Identify other staff as negotiators.
• Choose not to discuss price and terms for the Premises at this time and thus do not identify negotiators.
FINANCIAL IMPACT
There is no financial impact from the approval of real property negotiators.

ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
