From: Gerry Beaudin, City Manager
EXECUTIVE SUMMARY
On May 5, 2026, City Council endorsed a bike share pilot program and on May 28, 2026, the Alameda County Transportation Commission (Alameda CTC) awarded the City of Alameda (City) $760,000 in grant funding as part of its 2026 Comprehensive Investment Program (2026 CIP). Staff recommends that City Council amend the Fiscal Year 2026-27 Capital Budget to appropriate $760,000 to Capital Improvement Program (CIP) C63100 (Bike/Ped) for the bike share pilot program.
BACKGROUND
During the development of the Transportation Management Plan (TMP) for the Oakland Alameda Access Project (OAAP), City and Alameda CTC staff identified bike share as a strategy to support transportation access for West Alameda during extended single lane closures expected for the Posey Tube in 2027.
Staff presented the bike share pilot program plan to City Council on May 5, 2026, where it was unanimously approved. Alameda CTC approved $760,000 in grant funding at their May 28, 2026, meeting.
DISCUSSION
A budget amendment is required to accept the grant funds from Alameda CTC and appropriate the funds to CIP C63100 (Bike/Ped). Staff has identified $300,000 in City matching funds from the Base Reuse and Economic Development Fiscal Year 2026-27 budget for Alameda Point Professional Services (Fund 29061822). These funds will support the program’s Alameda Point locations.
The total project budget for determining bike station locations and installation, community outreach, and investment in docking stations and bikes is $1.06 million.

FINANCIAL IMPACT

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
Alameda General Plan Mobility Element policy ME-17: Promote shared mobility device programs such as bicycle share, car share and electric scooter share programs that reduce the need for an automobile trip.
Active Transportation Plan program recommendation P.10: evaluate current bike share options and establish programs and policies for their operations in Alameda.
This project is subject to the Levine Act.
ENVIRONMENTAL REVIEW
City Council previously found the project exempt under Public Resources Code Section 21080.25, which provides a statutory exemption for "pedestrian and bicycle facilities," which explicitly includes bike-sharing facilities.
CLIMATE IMPACT
The Climate Action and Resiliency Plan Update (2025) found that transportation accounts for 54% of the City’s greenhouse gas (GHG) emissions, and that moving people out of automobiles is paramount to reducing transportation-related emissions. Bike share provides a sustainable mobility option and helps connect transit with other destinations in Alameda.
RECOMMENDATION
Adopt the resolution amending the Fiscal Year 2026-27 Capital Budget to appropriate $760,000 in Grant Funds to Capital Improvement Program C63100 (Bike/Ped) for the bike share pilot program.
