EXECUTIVE SUMMARY
The City of Alameda (City) oversees the operation and management of several paid parking facilities, including the Civic Center Parking Garage. Following a competitive selection process, staff recommends City Council authorize the City Manager to execute a five-year agreement with Parking Concepts, Inc. (PCI) to provide parking operator and management services for the Civic Center Parking Garage. PCI’s current agreement with the City providing a similar scope expires December 31, 2024. The proposed new agreement includes managing daily operations and forthcoming improvements to the Civic Center Parking Garage, including but not limited to, closing the facility overnight.
BACKGROUND
The City is responsible for the operation and management of several public parking facilities. Since 2007, the City has contracted an external Parking Operator to manage the Civic Center Parking Garage in alignment with the facilities' operations and maintenance plan. In 2008, new pay stations were installed along Park Street, with the parking operator assuming contractual responsibility for their operation and management.
On June 21, 2016, City Council awarded a contract to PCI as a Parking Operator to manage the Civic Center Parking Garage and the pay stations downtown on Park Street. This contract term expired on December 31, 2024, and all available extensions have been utilized.
On October 1, 2024, City Council awarded a contract to IPS Group, Inc. to purchase and install 20 new pay stations at various locations. The pay stations are on order and will be deployed to replace the existing pay stations at the Civic Center Parking Garage and those on Park Street. New pay stations will ultimately be installed at the City Hall West lot, Seaplane Lagoon and Harbor Bay Ferry Terminal lots, with the exact timing to be determined in coordination with WETA.
DISCUSSION
A new parking operator and management services agreement is needed to continue the operations and maintenance of the Civic Center Parking Garage.
The parking operator will fulfill a variety of essential roles to keep the facility in a clean and safe condition. For example, their responsibilities will include daily janitorial services, garbage and trash removal, graffiti abatement, security sweeps, and overnight closure of the garage. Additionally, the operator will manage the current Alameda Theatre parking voucher program and the monthly permit parking at the garage.
On October 11, 2024, the Public Works Department issued a Request for Proposal (RFP) for Parking Operator and Management Services. The scope of services included a variety of operation and management responsibilities for each location.
To solicit the maximum number of proposals and most competitive prices, the RFP was published on the City’s website and the Bay Area News Group, as well as thirteen (13) separate builders’ exchanges throughout the Bay Area. After a bidding period of twenty-one (21) days, the City received three (3) responsive bids.

Staff reviewed the proposals, consistent with the City’s Purchasing Policy Guidelines and the selection criteria set forth in the RFP. After consideration of the proposed pricing across vendors, staff determined it would be more cost-effective for City staff to manage revenue collection and maintenance of the new pay stations. Based on the reduced scope of work to only include the Civic Center Parking Garage, staff recommends PCI as the provider best suited to meet the City’s needs. PCI is one of the region’s largest operators of parking facilities and provided a defined and comprehensive proposal that clearly demonstrated their ability to provide the required managerial, security and janitorial staffing hours at a very competitive price.
The RFP specifications informed the successful bidder that the contracted service is subject to prevailing wage requirements pursuant to State Law. Staff seeks City Council’s approval to award Parking Concepts, Inc. a five-year agreement for parking operator and management services at the Civic Center Parking Garage. The proposed contract is attached as Exhibit 1.
ALTERNATIVES
• Award the agreement as recommended.
• Provide direction to modify the scope or authorized amount of the agreement.
• Do not award the agreement and provide different direction to staff. This could lead to the discontinuation of the current operation and management of the Civic Center Garage.
FINANCIAL IMPACT
Revenue from the various paid parking facilities in the City post to the City’s Parking Fund (265). Budget for the proposed agreement is appropriated to the Parking Fund, Civic Center Garage division (26541641) for Fiscal Year (FY) 2024-25. Funding for subsequent years in the agreement is subject to City Council appropriations approval.
The table below reflects the annual not-to-exceed amounts and 5-year total of $466,495. Year 1 is prorated to cover approximately 6 months of service at the Civic Center Parking garage. No additional funding is requested at this time. There is no impact to the General Fund.
