Jim Strehlow, (*3:19), discussed his frustration about the traffic jam that started by the Park Street Bridge being up during a very busy time. He wanted to know if there could be schedule that would alert drivers. If he had known he would have planned differently. He also discussed his frustrations about seeing cyclists not following rules and being safe, he wanted to know what the city had planned for more education on safety.
Kyle Wolfe (Zoom - *6:05) discussed the Oakland Alameda Access Project and the impact the closured would have on bus lanes. He urged that more funding be allocated to the Water shuttle to expand the service hours.
Nick Ksiazek (Zoom - *7:25) discussed the Cross Alameda Trails and wanted more access to that. He pointed out the Poggi Street area and how dense that area was and that many students are in that area. He gave suggestions on expanding the bike lane and narrowing the streets to help with traffic calming.

Commissioner Nachtigall made a motion (*9:38) to approve the Consent Calendar and Commissioner Dara-Abrams seconded the motion. A roll call vote was taken, and the motion passed 6-0.

6A. 2025-4823 - Recommend Adoption of the 2025 Climate Action and Resiliency Plan
(CARP) Mid-Cycle Update and Accept the 2024 Annual Report

Commissioner Nachtigall made a motion (*34:48) to endorse adoption of the 2025 Climate Action and Resiliency Plan (CARP) Mid-Cycle Update and Accept the 2024 Annual Report. Commissioner Kim seconded the motion, and the motion carried 6-0.
6B. 2025-4824 - Endorse Design Concept for Willie Stargell Complete Street Project

Public Comment for Item 6B
Jim Strehlow (*57:25) discussed the section of Webster and Mariner Square and felt that the city was engineering dreadlock. He wanted the city to consider two lane traffic circles and felt they could be beneficial.
Nick Ksiazek (Zoom -*1:00:22) commented on fixing Stargell and how he felt unsafe riding his bike on it. He gave further comments on places that felt unsafe as a pedestrian.
Bennett Schatz (Zoom - *1:03:29) wanted to make sure that how bike lanes exit was taken into consideration. He also wanted to know how cyclists would be protected on the 5th/Stargell traffic circle. He also had comments on the In & Out driveway and that the idea of having a bike lane there was a bit terrifying.
Amy Kim (Zoom - *1:05:56) who lives near the In & Out planned roundabout and said there had been many accidents there. She urged for any safety measures here.
Nadia Arid (Zoom - *1:07:40) had concerns about what effect these changes would have. She noted the Mosely and Coral Sea area since that was where drivers would pick up speed in between the two traffic calming places. She was also concerned that more bus routes were being added to Stargell before traffic calming measures.

Commissioner Dara-Abrams made a motion (*1:49:16) to endorse Design Concept for Willie Stargell Complete Street Project. Commissioner Gloyne seconded the motion, and the motion carried 6-0.

6C. 2025-4825 - Endorse Recommendation to Repurpose $9 Million in Named Measure
BB Bus Project from the Ralph Appezzato Memorial Parkway Bus Queue Jump Lane to Three Transit-Focused Multimodal Projects (action)

Jim Strehlow (*2:08:36) felt that bus services and rapid transit could not fit in the same sentence. He discussed his issues and concerns about this, he also discussed his concerns about all of these projects happening at the same time and the traffic issues they could cause.

Commissioner Kim made a motion (*2:17:16) to endorse Recommendation to Repurpose $9 Million in Named Measure BB Bus Project from the Ralph Appezzato Memorial Parkway Bus Queue Jump Lane to Three Transit-Focused Multimodal Projects. Commissioner Nachtigall seconded the motion, and the motion carried 5-1 with Chair Weitze voting against.
6D. 2025-4826 - Endorse the Transportation 2024 Annual Report and 2025 Work Plan (action).

Kyle Wolfe (Zoom - *2:37:02) also asked for more clarification and public outreach for the upcoming tube closures. He then expressed his appreciation for The Oakland Alameda free water shuttle. He was disappointed to not see plans to make the shuttle available 7 days a week during the tube closure.
