EXECUTIVE SUMMARY

The City of Alameda (City) has identified the Stargell Avenue Complete Street Corridor and Neighborhood Greenways projects as high priorities for safety and mobility improvements. In May 2025, the Alameda County Transportation Commission (Alameda CTC) awarded the City of Alameda two grants: (1) $800,000 for the Stargell Avenue project, and (2) $2,000,000 for the Neighborhood Greenways Crossings project, as part of their 2026 Comprehensive Investment Program (2026 CIP). The Metropolitan Transportation Commission (MTC) also awarded the City $180,447 in Transportation Development Act (TDA) Article 3 funding for Neighborhood Greenway Crossings in August, which will partially fund the Alameda CTC required local match. Staff recommends that City Council advance both projects by amending the Fiscal Year 2025-2026 Capital Budget to appropriate $800,000 to Capital Improvement Program (CIP) C65020, Stargell Avenue Complete Streets and $2,180,447 to CIP Project C63200, Neighborhood Greenways, and that they allocate the funding for the required local matching funds, as described in this report.

BACKGROUND

In October 2024, the City submitted four grant applications, totaling $4.5 million, to the Alameda CTC in response to their Notice of Funding Opportunity for their 2026 CIP. On December 3, 2024, City Council adopted Resolutions of Local Support for each of the four submitted projects, which are all included in the City's Strategic Plan (2023-2026). The projects are:

1. Neighborhood Greenway Crossings: Safety & Connectivity Improvements ($2,000,000)
2. Willie Stargell Ave Safety and Transit Improvements Project: Environmental and Design Phases ($800,000)
3. Doolittle Drive/State Route 61 and Bay Farm Island Project ($937,000)
4. Oakland Alameda Water Shuttle Operations Years 3 And 4 ($730,000)

All four grant applications were successful, with the full Comprehensive Investment Plan approved at the Alameda CTC on May 22, 2025. Action on this agenda item only includes projects 1 and 2.

On June 3, 2025, the City Council authorized the submittal of the MTC TDA Article 3 grant for the "Neighborhood Greenway Intersection Improvements Project" in the amount of $180,447. These funds were awarded by MTC in August 2025.

DISCUSSION

Of the four grants awarded by the Alameda CTC, the Willie Stargell Avenue and Neighborhood Greenway Crossings grants expand the funding and scope of existing projects which received funding in the Fiscal Year 2025-2026 Capital Budget. Both grants require a budget amendment to appropriate the additional funding. The funding for the Doolittle Drive project was a matching funds grant for the federal Building Resilient Infrastructure and Communities (BRIC) program. Because this federal program has been terminated nationally, staff is working to repurpose these matching grant funds to use toward other funding sources for the Bay Farm Island Adaptation Project, which was the originally BRIC funded project. The full funding plan for Water Shuttle operations in years 3 and 4 (Fiscal Years 2026 to 2028) will be presented for City Council approval in the next mid-year budget adjustment.

Neighborhood Greenway Crossings
Phase 1 of Neighborhood Greenways implementation is underway, with design and construction in progress for the Slow Street segments of Pacific Avenue, San Jose Avenue, and Versailles Avenue. The Alameda CTC grant allows for additional Neighborhood Greenway improvements to be made by funding safety and connectivity upgrades to four key Neighborhood Greenway intersections with major streets.

Two intersections (Third Street & Pacific Avenue and Ninth Street & Lincoln Ave) are part of the City's Lincoln/Marshall/Pacific corridor safety project, and the funds will be used to support construction of the planned improvements.

The other two intersections are on Pacific Avenue at Wilma Chan Way and Sherman Street. The Sherman Street intersection is included in Phase 1 of the Neighborhood Greenway implementation, while the Wilma Chan Way intersection will be delivered as a stand-alone project.

Each intersection improvement will feature concrete bulbouts and, where there is no existing traffic signal (such as at Third & Pacific), either a Rectangular Rapid Flashing Beacon (RRFB) or a Pedestrian Hybrid Beacon (PHB), to provide safer bicycle and pedestrian crossings of busy streets.

The grant award for $2,000,000 has a required local match of $1,689,000[AW1][RW2], for a total project cost of $3,689,000. Of the total local match amount, $1,102,000 is planned to come from the Safe Streets for All (SS4A) grant for the Lincoln/Marshall/Pacific corridor project (CIP #C65700), in the construction phase. Given the uncertainty of new federal grant conditions imposed by the current administration, should the SS4A grant ultimately not be available, staff will look for other ways to implement these two intersection upgrades, and come back to Council, as needed, with a new funding approach for this portion of the Alameda CTC grant.

The remaining $587,000 in matching funds is recommended to come from four sources:
- Neighborhood Greenway Phase 1 CIP #C63200 ($105,000)
- TDA Article 3 Grant for FY 25/26 ($180,447)
- Neptune Park Path CIP #C56300 - Re-allocating unused funds ($148,159.56)
- Street Safety CIP #C6100 ($153,500)

Willie Stargell Complete Street Corridor
City Council approved the concept plan for the Willie Stargell Complete Street Corridor on April 15, 2025. The project includes bicycle paths, new sidewalk, traffic calming, bus stops, and intersection improvements along Willie Stargell Avenue. The grant award from Alameda CTC increases the funding available for the project and supports the preliminary engineering, environmental, and Plans, Specifications, and Estimates (PS&E) for the first phase of work from Main Street to Mariner Square Loop, not including the roundabout concept at Mariner Square Loop. The $800,000 grant award has a local match of $300,000 that will come from two MTC grants that were already approved in the current Fiscal Year 2025-2027 biennial budget.

* Do not adopt the resolution which will impact the City's ability to appropriately expend the funds on the projects as described.

The Council previously found both projects categorically exempt under CEQA Guidelines section 15301(c) Existing Facilities (Minor alterations to existing facilities including bicycle facilities) and Section 15304(h) Minor Alterations to Land and the creation of bicycle lanes on existing public rights of way.

CLIMATE IMPACT

Supporting bicycling and walking with both projects will help the City meet its goals to reduce greenhouse gas (GHG) emissions by supporting mode shift away from automobiles.

RECOMMENDATION

Adopt a resolution to reallocate grant funding to support the Stargell Avenue Complete Streets and Neighborhood Greenways projects, including amending the Fiscal Year 2025-2026 Capital Budget to appropriate $800,000 in Alameda County Transportation Commission (Alameda CTC) grant funds to Capital Improvement Program C65020 (Stargell Avenue Complete Streets); and appropriate $2,000,000 in Alameda CTC grant funds and $180,447 in Transportation Development Act Article 3 grant funds to Capital Improvement Program C63200 (Neighborhood Greenways), and reduce revenue and appropriations in Capital Improvement Program C56300 (Neptune Park Path) by $148,159.56, and reduce revenue and appropriations in Capital Improvement Program C61000 (Street Safety) by $153,500, to increase revenue and appropriation for Capital Improvement Program C63200 by $2,482,106.56.
