Body

To: Honorable Mayor and Members of the City Council

From: Gerry Beaudin, City Manager

EXECUTIVE SUMMARY

On March 25, 2026, City Council awarded an agreement to Apena Engineering, Inc., in the amount of $611,622, which included a 10% contingency for the modification and rehabilitation of four (4) existing storm drains to prevent flooding on Shoreline Drive. The improvements made under the subject agreement are complete and acceptable to staff. Staff recommends City Council accept the work and the as-built plans, included as Exhibit 1.

BACKGROUND

Stormwater systems are a vital component of the City of Alameda’s (City) infrastructure, collecting and conveying stormwater away from streets and other public areas to reduce flooding and maintain safe, accessible transportation routes. The areas around the intersections of Shoreline Drive and Willow Street, and of Shell Gate Place, have historically flooded when the storm system cannot discharge stormwater to the Alameda beach area.  The Retrofit of Shell Gate Place & Willow Street Outfalls Project rehabilitated and fortified four (4) existing storm drains and installed four (4) new outfall and overflow structures to improve drainage and reduce localized flooding.  These improvements will also improve the safety and reliability of roadways, walkways, and bikeways in the area.

DISCUSSION

On March 25, 2026 City Council awarded an agreement in the amount of $611,622, including contingency, to Apena Engineering for the Retrofit of Shell Gate Place & Willow Street Outfalls Project.

The project is complete and acceptable to the City Engineer. Staff recommends that City Council accept the work and the as-built plans, included as Exhibit 1.

ALTERNATIVES

City Council can consider the following alternatives and others not listed below:

•                     Remand the project to staff for additional review or corrective work before returning to City Council for acceptance. Staff does not recommend this alternative because staff has determined that all work was completed in accordance with the project plans and specifications.

•                     Do not accept the work and/or as-built plans and provide an alternative direction to staff.

FINANCIAL IMPACT

Funding for the Retrofit of Shell Gate Place & Willow Street Outfalls project was budgeted in Capital Improvement Project C31000 - Storm Water Management and funded by the Storm Water Management Fund.  The total cost for the Shell Gate Place & Willow Street Outfalls Project is $606,724, resulting in approximately $4,898 in unspent funds under the agreement. The unspent funds will be unencumbered and remain in C31000 for use on future storm infrastructure projects.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

The infrastructure improvements for Shell Gate & Willow Outfalls are consistent with the Alameda General Plan Health + Safety Element Goal No. 1 - Protect:

Protect the health, safety and general welfare of Alameda residents, workers and visitors

Specifically, the project addresses the following Policies:

•                     HS - 12 - City Buildings and Infrastructure, Action a. “Stormwater System” - Rehabilitate the existing storm system conveyances and pump stations to increase capacity and resilience during storms, high tides, seal level rise, seismic events, and power outages, thereby decreasing the chance of flooding of nearby streets, utilities, and buildings.

•                     HS - 19 - Public Infrastructure. Protect and upgrade public infrastructure, including but not limited to streets, wastewater systems and pump stations, stormwater systems and pump stations and electric systems and facilities to ensure capacity and resilience during storm events, high tides, and groundwater and sea level rise, to decrease the chance of flooding of nearby streets, utilities, and private property.

ENVIRONMENTAL REVIEW

In accordance with the California Environmental Quality Act (CEQA), this project is categorically exempt under the CEQA Guidelines Section 15301 (Existing Facilities).

CLIMATE IMPACT

A functioning stormwater system is an important component of the City’s ability to adapt to changing climate conditions and build resilience to flooding. This project improves the near-term reliability and capacity of existing stormwater infrastructure at locations that have experienced localized flooding. Maintaining and improving existing drainage infrastructure supports the City’s broader efforts to increase the resilience of critical public assets, consistent with Strategy I1 of the City’s Climate Action and Resiliency Plan (CARP).

The Contractor was also required to recycle 95% of concrete and 65% of all other construction and demolition debris in accordance with Section 10-5 of the Special Provisions, consistent with the City’s waste reduction and recycling goals.

RECOMMENDATION

Accept the work and as-builts of Apena Engineering, Inc. for the Retrofit of Shell Gate Place & Willow Street Outfalls Project, No. P.W. 04-25-15 as complete.
