EXECUTIVE SUMMARY
Staff is recommending that City Council designate Adam Politzer, Interim City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager, Ada Wong, Executive Vice President, Jones Lang LaSalle; and Len Aslanian, Assistant City Attorney, as the real property negotiators for lease of a portion of property located at 1701 Monarch Street (Building 29), which will allow them to meet with City Council in closed session to discuss price and terms related to lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.
BACKGROUND
Building 29, located at 1701 Monarch Street, is a flat-roof T-shaped concrete building containing approximately 19,480 square feet located at the southwest corner of the Seaplane Lagoon. The building is a former naval workshop and gun testing facility, with a portion of the space currently leased for use as shop space to Dreyfuss Capital Partners, LLC, and Longshot Space Technologies Corporation (Longshot) occupying the “gun tube” and adjacent yard space under a 12-month administrative License agreement. Building 29 was constructed by the Navy in 1987 and is not considered historic.
Building 29, is one of the improvements located within the footprint of the Master Plan Design for the future De-pave Park approved by City Council on March 19, 2024.The timeline for the development of De-Pave Park is predicated on completing the design process, budgeting, and securing the funding necessary for construction of the final design and obtaining required municipal and regional jurisdictional approvals. Direction was given to staff back in 2024, to continue to pursue opportunities for use and occupancy of Building 29 (and Building 25) until such time as park construction can proceed.
DISCUSSION
Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Adam Politzer, Interim City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager, Ada Wong, Executive Vice President, Jones Lang LaSalle; and Len Aslanian, Assistant City Attorney, as the real property negotiators for the lease for the premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.
The City has received interest from Longshot Space Technologies Corporation, a Delaware corporation, to lease the property.

• Approve Adam Politzer, Interim City Manager; Abigail Thorne-Lyman, Base Reuse and Economic Development Director; Alesia Strauch, Base Reuse Manager, Ada Wong, Executive Vice President, Jones Lang LaSalle; and Len Aslanian, Assistant City Attorney, as real property negotiators for the Premises.
• Identify other staff as negotiators.
• Choose not to negotiate price and terms related to the Lease with Longshot Space Technologies Corporation, for the premises, and thus do not identify negotiators.
FINANCIAL IMPACT
There is no financial impact from the approval of real property negotiators.

ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
