EXECUTIVE SUMMARY

 

On July 15, 2025, City Council awarded an agreement to Globe Engineering Development in an amount, including a 10% contingency, not to exceed $815,271.60 for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements Project. The improvements made under the subject agreement are complete and acceptable to staff. Staff recommends City Council accept the work.

 

BACKGROUND

 

In 2025, the Harbor Bay Business Park employed over 6,000 employees and WETA counted over 287,000 boardings at the Harbor Bay Ferry Terminal. The existing public transportation infrastructure was both unappealing to use and did not meet American with Disabilities Act (ADA) standards. City staff coordinating with the Harbor Bay Business Park Association on the design and implementation of the improvements.

 

DISCUSSION

 

On July 15, 2025, City Council awarded an agreement in the amount of $815,271.60, including contingency, to Globe Engineering Development for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements Project, to upgrade the parking in the Ferry Terminal parking lot to the latest ADA standards, install new bus stop landing areas, shuttle stop signs, and bus shelters that are modern and inviting.

 

The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department. The final cost, including all change orders, is $767,121.80.

 

ALTERNATIVES

 

                     Accept the work of Globe Engineering Development, as recommended by staff.

                     Do not accept the work and give staff alternate instructions.

 

FINANCIAL IMPACT

 

City Council appropriated $1,296,000 from the Transportation Improvement Fund (TIF) to Capital Improvement Project (CIP) C62100 for the Harbor Bay Business Park Bus Stop and Ferry Terminal Improvements Project and wayfinding signage installation. Total cost of both projects was $1,270,260.59. Approximately $25,739 of funds remain in CIP Project C62100. Staff will monitor the improvements during the warranty period and work with Finance and the Interim City Manager on repurposing the unspent funds, since the TIF was dissolved last year.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The project supports City Council adopted policies related to the ADA Transition Plan, greenhouse gas reduction, and transportation mode shift.  General Plan policies support building Complete Streets, which are designed for all modes of transportation (LU-3); providing a variety of transit options and improving bus and ferry facilities in proximity to employment areas (LU-13); improving the local roadway network to support all mobility choices (CC-7); and enhancing access to transit for people of all ages and abilities to promote Active Transportation (ME-14).

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).

 

CLIMATE IMPACT

 

Transportation generates over 70% of the greenhouse emissions in Alameda. The project directly improves bus operations and infrastructure and the Ferry Terminal facility and encourages its use, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Accept the work of Globe Engineering Development for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements, Project No. P.W.02-23-01 as complete.
