EXECUTIVE SUMMARY

 

On November 7, 2023, City Council awarded the Fire Station No. 4 Dormitory Conversion and Renovation Project to Branco Construction, Inc. The project converted a single sleeping bay into seven separate gender-neutral sleeping rooms designed to increase privacy and reduce sleep deprivation. The construction scope executed under the subject agreement is complete and acceptable to Public Works. Staff recommends City Council authorize the City Manager to accept the work.

 

BACKGROUND

 

Fire Station No. 4 is located at the corner of Mecartney Road and Aughinbaugh Way on Bay Farm Island.  It is a single-story firefighting facility, designed and constructed in 1989. Despite its age, the facility is in good condition with contemporary design and code compliance. Accommodations include: a kitchen, sleeping quarters, separate male and female restrooms, locker rooms and showers, laundry facilities, a dining room, a day room, and an exercise room.                     

 

Prior to the conversion, the sleeping quarters for the entire crew was a large single room comprised of seven sleeping stations separated only by stub walls and curtains. To provide a more private gender-neutral sleeping and dressing environment for all firefighters, one that supports the reduction of sleep deprivation associated with working 24-hour shifts, the Fire Department requested conversion of this existing dormitory into seven separate, individual, enclosed sleeping rooms. Now complete, each of these enclosed sleeping rooms are approximately fifty square feet in size, have individual doors, full height walls, an acoustical ceiling, and the necessary Life-Safety, HVAC and mechanical, electrical, and plumbing extensions and infrastructure improvements necessary to meet California Building Code.

 

The project was a scheduled activity in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund.

 

DISCUSSION

 

On November 7, 2023, City Council awarded the Fire Station No. 4 Dormitory Conversion and Renovation Project Agreement in the amount of $263,000, including contingencies, to Branco Construction, Inc.

 

The project has now been completed in accordance with the Plans and Specifications and is acceptable to the Public Works Department and to the City of Alameda Fire Department.  The final construction cost, including the one authorized construction change order, is $234,120, leaving a remaining construction contingency of $28,880 which will be returned to the CIP fund in project C41000.

 

ALTERNATIVES

 

                     Accept the project as presented.

                     Do not accept the work and provide alternate direction to staff.

 

FINANCIAL IMPACT

 

Funds for this Project were appropriated in the 2021-2023 Capital Budget (C41000). There is no additional impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.  Also, the proposed action is consistent with the City’s Strategic Priority to “Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.”

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and (15303 New Construction of Small Structures).

 

CLIMATE IMPACT

 

The City’s Climate Action and Resiliency Plan recommends the electrification of new buildings to reduce greenhouse gas emissions.  This project, being a ‘minor’ renovation of a circa 1989 facility, does not currently fall within the City’s requirements for facility electrification.

 

RECOMMENDATION

 

Authorize the City Manager to accept the work of Branco Construction, Inc. for the Fire Station No. 4 dormitory conversion and renovation project.
