REGULAR MEETING OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY, JUNE 26, 2023

 

1.                     ROLL CALL                     

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.                     

 

Present: President Ruiz, Vice President Hom and Board Members Cisneros, Curtis, and Saheba.

Absent: Board Members Ariza and Teague.

 

Vice President Hom arrived after roll call.

Board Member Curtis made a motion to approve the Consent Calendar. President Ruiz seconded the motion. A vote was taken and the motion passed 4-0.

 

5.                     REGULAR AGENDA ITEMS

5-A 2023-3177

Presentation on Draft Public Art Master Plan. The presentation is for discussion purposes only and is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15183 - Projects Consistent with a Community Plan, General Plan, or Zoning.

5-B 2023-3199

Objective Design Review Standards. Public hearing to consider revisions to Objective Design Review Standards (Objective Standards) applicable to Multi-Family/Mixed Use and One- and Two-Family Developments. Adoption of the Objective Standards is exempt from CEQA pursuant to CEQA Guidelines Sections 15061(b)(3), the common sense exception that CEQA applies only to projects that have the potential for causing a significant effect on the environment and 15183, projects consistent with a community plan, general plan or zoning.

 

David Sablan, Planner II, introduced this item and gave a presentation (*40:02). The staff report and attachments can be found at:

Heather Coleman, Planning Consultant, was also available to answer questions.

Public Comment for item 5B

 

Chris Buckley, Alameda Architecture Preservation Society (AAPS), discussed a letter (*1:00:13) the society had sent. They thanked the board and staff for supporting some of their suggestions gave further recommendations to preserve neighborhood character.

 

Doug Biggs, Executive Director of the Alameda Point Collaborative, discussed (*1:03:37) parted of the design review that negatively impacted their ability to serve the at-risk and homeless population and thanked staff for addressing those concerns. He discussed how these changes would benefit their work.

Allen Tai, City Planner, summarized the board’s comments (*1:42:41)

                     Balconies, the standard would be changed to require a minimum of 50% transparency. And staff would look at the depth.

                     Campus Style Developments, the requirement would be wayfinding signage to the building signage.

                     For the Board and Batten standards, they would remove the spacing requirements.

                     Standards for raising a building, they would speak to the issues of allowing stairs leading to the first floor when the basement is being converted to the first floor

                     Correcting typos and making sure references are correct

                     Adding a link to the Architectural Resources document.

                     Adding flexibility for off sets for narrow side yards

                     Adding clarifications about ADUs and Jr-ADUs for single family homes

                     On page 5 more clarification on vacant single family

6-B 2023-3186

Oral Report - Future Public Meetings and Upcoming Planning, Building and Transportation Department Projects

 

Staff Member Tai (*1:47:24) discussed to what to expect for July 10th meeting. Staff planned to bring forward the 3rd phase of the Alameda Mariana Project, Wrap B.  Then at the second meeting in July they planned to bring the Annual Report for the Development Agreements. He then discussed transitions at the PB&T Department.

 

7.                     BOARD COMMUNICATIONS

 

Board Member Saheba (*1:49:43) stated again that there needed to be a closer collaboration between the Parks Department and the Arts Commission.

 

8.                     NON-AGENDA PUBLIC COMMENT 

 

Chris Buckley (*1:52:07) stated that he has issues hearing from the board members and asked that they speak into the microphone.

 

9.                     ADJOURNMENT

President Ruiz adjourned the meeting at 8:52 p.m.
