BACKGROUND
 
On June 15, 2010, the City contracted with Psomas Co. to assess the City's ten storm drain pump stations.  Psomas's number one priority recommendation was to completely replace the Arbor Street pump station, originally built in 1948, and located just north of the intersection of Arbor Street and Buena Vista Avenue.  On November 4, 2014, the Public Works Department sent out a Request for Proposal (RFP) for Engineering Services for Replacement of the Arbor Street Storm Drain Pump Station, P.W. No. 10-14-15.  The proposed contract will include design and construction management services.
 
DISCUSSION
 
To solicit the maximum number of responses, the RFP was provided to 19 separate builders exchanges throughout the Bay Area.  A notice for the RFP was sent out to all the consultants on the Public Works listing, published in the Alameda Journal, and put on the City's website.  Four consultants submitted proposals, which were opened on Thursday, December 18, 2014, see below. The proposers were given the option of providing in-house environmental services for acquisition of CEQA document and permits, or working with an on-call environmental consultant contracted directly with the City.

Staff reviewed the proposals based on past firm experience, quality and experience of key staff, understanding of work, scope included in cost, and ability to meet contract requirements.  Cost is a factor in the overall selection, but in this case, the selected consultant demonstrated considerably more storm drain pump station design experience than the consultant with the lowest proposed fee.  Therefore, staff recommends awarding a contract to BKF Engineers for $377,451, which includes a 15% contingency of $49,233.  BKF Engineers is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the plans and specification.  A copy of the contract is attached as Exhibit 1.
 
FINANCIAL IMPACT
 
The funds for this project are budgeted in the Public Works Department account for the Capital Improvement Program (90471), budgeted under Urban Runoff (Fund 351).  There is no impact to the General Fund.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFRENCE
 
This action does not affect the Alameda Municipal Code.
 
ENVIRONMENTAL REVIEW
 
Concurrent with the design process, the City will contract with an on-call environmental consultant to evaluate the project under the California Environmental Quality Act (CEQA).  The proposers were given the option of providing in-house environmental services for acquisition of CEQA documents and permits, or working with an on-call environmental consultant contracted directly with the City.  It is likely that the project will be Categorically Exempt, or will require an Initial Study and Mitigated Negative Declaration.
 
RECOMMENDATION
 
Award contract in the amount of $377,451, including contingencies, to BKF Engineers for engineering services for replacement of engineering consulting services in connection with the Arbor Street storm drain pump station, P.W. No. 10-14-15.
