EXECUTIVE SUMMARY

 

At the conclusion of an extensive recruitment process, the Alameda City Council has directed staff to present to Council, in open session, Girard “Gerry” Beaudin as the City’s next City Manager effective June 30, 2026. Mr. Beaudin has extensive local government executive experience and is currently serving as the City Manager for the City of Pleasanton. A 1% increase to the City Manager’s salary range is necessary to accommodate the proposed starting annual salary of $383,111.

 

BACKGROUND

 

In December 2025, the City of Alameda (City) began recruiting for a new City Manager. The City received many highly qualified candidates. At the end of the selection process, Mr. Beaudin clearly stood out.  The City Council directed staff to take the necessary actions to move forward to hire Mr. Beaudin.

 

DISCUSSION

 

Staff now presents Mr. Beaudin for the Council to hire, as the next City Manager, in open session. Staff further recommends Council approve the proposed employment agreement with Mr. Beaudin, a copy of which is attached.

 

The proposed agreement includes:

 

                     An annual salary of $383,111, and a guarantee that the City Manager’s salary will always be at least 5% above the salary for any member of the Executive Management Compensation Plan

                     3% in deferred compensation contribution by the City equal to approximately $11,493.33 annually

                     $550 a month in automobile allowance

                     Other benefits including health insurance, leave accruals and holiday pay, including the ability to cash out two weeks of vacation and eight administrative leave days annually

                     A twelve-month severance package

 

A 1% increase to the City Manager’s salary range is necessary to accommodate the proposed annual salary of $383,111.

 

Mr. Beaudin will start with the City on June 30, 2026.

 

Because Mr. Beaudin will be serving as a “local agency executive” as defined in Government Code Section 3511.1(d), California law requires that Mr. Beaudin’s compensation be approved in open session at a regular meeting of the Council, with an oral summary provided before final action is taken. See Government Code Sections 54953(d)(3), 54956(b).

 

FINANCIAL IMPACT

 

Funds for this position are included in the City Manager’s department budget in the General Fund.

ENVIRONMENTAL REVIEW

 

This activity is not a project and is exempt from the California Environmental Quality Act (CEQA) pursuant to section 15378(b) (4) of the CEQA Guidelines

This action has no climate impacts.

 

RECOMMENDATION

 

Approve agreement appointing Girard “Gerry” Beaudin as City Manager effective June 30, 2026, and adopt a resolution modifying the Council appointee Salary Schedule increasing the salary range of the City Manager position by 1%.
