EXECUTIVE SUMMARY

 

On November 7, 2023, City Council awarded an agreement to Bay Cities Paving & Grading, Inc. in the amount of $4,355,767, plus a 10% contingency, for total authorized amount of $4,791,344 for the Clement Avenue Safety Improvements Project.

 

The Agreement improvements are complete in accordance with project plans and specifications at a total cost of $4,468,842.25. Staff recommends City Council accept the work.

 

BACKGROUND

 

The Clement Avenue Safety Improvements Project is 1.2 miles in length and included extending the Cross Alameda Trail with a two-way separated bikeway, curb extensions, traffic signal modifications, sidewalk/curb ramp improvements, railroad track removal, resurfacing and stormwater enhancements. This work improves vehicle and pedestrian safety by reducing vehicle speeds along the corridor, improves pedestrian visibility with the concrete bulbouts, and improves bike safety through the signalized intersection.

 

DISCUSSION

 

City Council awarded an agreement to Bay Cities Paving & Grading on November 7, 2023.  A Notice to Proceed was issued on January 30, 2024 and work began on February 12, 2024.  On February 13, 2025, Public Works staff performed a final inspection of the public improvements. The completed work is acceptable to the Public Works Department. Staff recommends City Council accept the work of Bay Cities Paving & Grading, Inc., for the Clement Avenue Safety Improvements Project No. P.W. 08-23-19.

 

ALTERNATIVES

 

                     Accept the improvements for the Clement Avenue Safety Improvement Project as complete; or

                     Remand the project back to staff for further consideration and evaluation of the improvements.

 

FINANCIAL IMPACT

 

On November 7, 2023, City Council adopted Resolution 16110, increasing appropriations to CIP Project C65200, Clement Avenue CAT - Grand to Broadway by $500,000 for a total project appropriation of $7,276,000.

Approximately $199,237 of funds remain in CIP Project C65200. City of Alameda (City) staff and our construction management firm will continue working to close out the grant funding agreements. Additionally, engineering staff have identified drainage deficiencies within the bikeway that were not addressed during this project and intend to mitigate using the remaining funds in C65200 through a separate agreement.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code. General Plan policies support complete streets, which are designed for all modes of transportation as follows: General Plan policies LU-3 Complete Streets and ME-10 Movement, Action A, Complete Streets.  The Project is also included in Resolution 15849, Making Significant Safety Improvements to Alameda Streets in 2022 and Beyond to End Fatalities and Serious Injuries.  The Project is consistent with and helps implement the City’s Active Transportation Plan, Vision Zero Plan and Strategic Plan.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).

 

CLIMATE IMPACTS

 

Transportation generates over 70% of the greenhouse emissions in Alameda.  Improving pedestrian and bicycle safety supports non-carbon emitting modes of transportation, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Accept the improvements completed by Bay Cities Paving & Grading, Inc. for the Clement Avenue Safety Improvements Project (No. P.W. 08-23-19).
