BACKGROUND
 
The Transportation Development Act (TDA), Public Utilities Code Sections 99233.3 and 99234, makes funds available in the nine-county Metropolitan Transportation Commission (MTC) region for pedestrian/bicycle purposes.  MTC makes annual allocations of TDA Article 3 funds to eligible claimants after review of applications submitted by counties or congestion management agencies.  All cities and counties in each of the nine MTC region counties are eligible to claim funds under TDA Article 3. Joint powers agencies also are eligible.  Funds are allocated and apportioned by population, and are submitted as part of a countywide coordinated TDA Article 3 claim.  MTC has allocated funds for TDA Article 3 pedestrian/bicycle projects for FY14-15, which total $62,325 for the City of Alameda.  In addition, MTC has an unspent allocation for the City of $63,592.  Thus, a total of $125,917 is available.
 
DISCUSSION
 
For the FY14-15 TDA Article 3 funding cycle, the Public Works staff requests approval to submit three projects.  The first project is Bicycle Parking for $30,000, which will install bicycle racks at various locations throughout the City based on community and business requests as well as bicycle lockers at the Webster Street/Ralph Appezzato Memorial Parkway intersection.  The second project is the Bicycle Plan Update for $50,000, which will include bicycle counts, other traffic analyses, mapping, changes to related sections of the Alameda Municipal Code and outreach.  The third project is the Otis Drive/Mound Street Pedestrian/Bicycle Access Improvement Project for $45,917 which will install a rectangular rapid flashing beacon, an advance flashing beacon and other minor improvements.  For the City to receive these TDA Article 3 funds, MTC requires that the City Council adopt a resolution indicating support for the proposed projects.
 
The Transportation Commission recommended approval of the proposed projects at its April 23, 2014 meeting.
 
FINANCIAL IMPACT
 
For TDA Article 3 (Fund 310), Public Works staff is requesting that $30,000 of monies be used to install bicycle parking, $50,000 be used to complete the Bicycle Plan Update and $45,917 for the Otis Drive/Mound Street Pedestrian/Bicycle Access Improvement Project.  Thus, the total TDA Article 3 FY14-15 request equals $125,917.  The TDA Article 3 FY14-15 City allocation equals $62,325.  When combined with the unspent allocation from MTC of $63,592, the City's total TDA Article 3 revenues amount to $125,917.  There will be no remaining TDA Article 3 monies in reserve.  This project will not impact the General Fund.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action does not affect the Alameda Municipal Code.  The projects directly support the General Plan Transportation Element as shown below:
·      Objective 4.3.2, "Enhance opportunities for pedestrian access and movement by developing, promoting, and maintaining pedestrian networks and environments."
·      Policy 4.3.3.a, "Maintain and implement the Bicycle Master Plan with regard to physical system improvements (especially the identified priority projects), as well as programs and policies relating to encouragement, education and enforcement."
 
ENVIRONMENTAL REVIEW
 
In accordance with the California Environmental Act (CEQA), these projects are Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.
 
RECOMMENDATION
 
Adopt a resolution authorizing the City Manager to submit a request to the MTC for the allocation of $125,917 in FY14-15 TDA Article 3 pedestrian/bicycle project funding and to execute all necessary documents.
