EXECUTIVE SUMMARY

 

The Council Referral form includes a section addressing City Council priorities.  City Council approved a new Strategic Plan November 21, 2023.  The Council Referral form is being updated to reflect the priorities in the new Strategic Plan. 

 

BACKGROUND

 

The Council Referral process was approved by City Council on December 2, 2007.  The form was amended on April 18, 2017 and May 4, 2021. 

 

DISCUSSION

 

On May 4, 2021, the Council Referral form was revised to require Councilmembers to address how the issue raised relates to City Council priorities.  The City Council approved a new Strategic Plan on November 21, 2023 and the full plan is available at https://www.alamedaca.gov/citywide-projects/Strategic-Plan <https://www.alamedaca.gov/CITYWIDE-PROJECTS/Strategic-Plan>. The Council Referral form is being updated to add a section reflecting the newly approved priorities, which include:

 

A. Enhance Community Safety & Services

B. Build Resilience to Climate Change & Water Level Rise

C. Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources

D. House All Alamedans & End Homelessness

E. Practice Fiscal Responsible, Equitable & Inclusive Governance

 

ALTERNATIVES

 

                     Approve the Council Referral form.

                     Make changes and approve the Council Referral form.

                     Do not make any changes to the Council Referral form.

 

FINANCIAL IMPACT

 

There is no financial impact from revising the Council Referral form.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The Council Referral form is being revised to incorporate the priorities established in the Strategic Plan approved November 21, 2023.

 

ENVIRONMENTAL REVIEW

 

This action is not a project for the purposes of the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15061 (b) (3) as there is no possibility that this action may have a significant effect on the environment.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Amend the Council Referral form to update the priorities adopted in the Strategic Plan.
