EXECUTIVE SUMMARY
Following a management-initiated review of Lead Customer Service Representative, Customer Service Representative and Meter Reader classifications, and engaging in the meet and confer process with Alameda City Employees Association (ACEA) and Electric Utility Professionals of Alameda (EUPA), an agreement was reached to transition the classifications from ACEA to EUPA. To maintain consistency with other EUPA classification salary ranges, staff recommends establishing a new salary range for all three positions, reducing from 8 steps to 5 steps, and updating the ACEA and EUPA salary schedule to reflect the transition. There is no financial impact for reducing the number of steps for the transitioned classification.
BACKGROUND
To stay competitive and adapt to evolving job responsibilities, Human Resources conducts periodic reviews of job descriptions, salary schedules, and position allocations to ensure internal equity, market competitiveness, and alignment with City of Alameda (City) needs. The Lead Customer Service Representative, Customer Service Representative and Meter Reader are positions solely located within Alameda Municipal Power (AMP) department, performing specific functions and duties unique to AMP. Following a management review, it was determined that these classifications would be more appropriately covered under EUPA, a unit dedicated to AMP, and to amend the EUPA salary schedule to include these classifications, as well as reflect a five (5) step range, for consistency and parity amongst EUPA classifications.
DISCUSSION
The City, ACEA, and EUPA opened discussions in September 2025 to transition the classifications. Management initiated the meet and confer process following a review of these classifications and appropriate bargaining unit placement as these classifications are dedicated to AMP and perform specific functions and duties in support of a public electric utility. The City, ACEA, and EUPA reached an agreement in October to transition the Lead Customer Service Representative, Customer Service Representative, and Meter Reader classifications to EUPA from ACEA. This transition triggered salary schedule amendments and reduces the listed classifications to a five (5) step range from an eight (8) step range.
The proposed step changes for the classifications aim to align the salary schedule with EUPA classifications and a five (5) step salary range. The change would also create internal equity and parity among EUPA classifications.
If adopted, effective November 16, 2025, the salary ranges for the Meter Reader, Customer Service Representative, and the Lead Customer Service Representative will be as follows:

ALTERNATIVES
• Approve the resolution as recommended. This action would align the positions and salaries to the EUPA salary schedule.
• Reject the recommendation and leave the salary schedule at 8 steps, providing inconsistencies amongst EUPA classifications and applicable salary schedule.
FINANCIAL IMPACT
There is very little, if any, financial impact to reduce the salary ranges of the Meter Reader, Customer Service Representative, and the Lead Customer Service Representative classifications from eight (8) steps to five (5) steps. Any additional costs will be borne by AMP and requested through the budget process.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Adopt a resolution to amend the ACEA and EUPA salary schedules effective November 16, 2025, which reflects removal of the Lead Customer Service Representative, Customer Service Representative and Meter Reader Classifications from ACEA and a five step salary range for these classifications in EUPA.
