EXECUTIVE SUMMARY
On November 18, 2025, City Council awarded a $353,100 agreement to Bay Area Lightworks, Inc., which included a 10% contingency, for the replacement of existing lighting systems at Lincoln Park. The improvements made under the subject agreement are complete and acceptable to staff. Staff recommends City Council accept the work and the as-built plans (Exhibit 1).
BACKGROUND
The City of Alameda’s (City) park system is a vital component of the City’s infrastructure and quality of life. Parks provide open space for recreation, relaxation, and community connection. Proper lighting of park pathways supports public safety and accessibility by improving visibility, deterring crime, and creating a comfortable environment for pedestrians.
On November 18, 2025, City Council awarded a contract in the amount of $353,100, including contingency, to Bay Area Lightworks, Inc. for the Lincoln Park Pathway Lighting Project.
The Lincoln Park Lighting Project contemplated the replacement of the existing pathway lighting systems, including poles, foundations, and all underground electrical infrastructure, and installing a new, dedicated electrical service to support the updated lighting system.
DISCUSSION
The Project is complete as contemplated and is acceptable to the Public Works Department. The final Project cost was $339,303; approximately $13,797 remains in the Capital Improvement Project C 16000 for use on future lighting projects. Staff recommends City Council accept the work and the as-built plans (Exhibit 1).
ALTERNATIVES
• Accept the work of Bay Area Lightworks and as-built plans, as recommended by staff.
• Do not accept the work or as-built plans and provide an alternative direction to staff.
FINANCIAL IMPACT
Funding for the Lincoln Park Lighting Project was budgeted in the Capital Improvement Project C16000 - Street, Park, and Parking Lot Lighting. C16000 is funded by the General Fund and provides for the routine replacement of poles, fixtures, and underground electrical facilities. The total cost for the Lincoln Park Lighting Project is $339,303, resulting in approximately $13,797 in unspent funds under the agreement. The unspent funds will be unencumbered and remain in C16000 for use on future street, park, or parking lot lighting work.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
The lighting improvements for Lincoln Park are consistent with the Alameda General Plan Parks + Open Space Element Goal No. 1 - Maintain and Enhance:
Maintain, enhance and improve the existing system of parks, open spaces, Nature Reserves, trails, and recreational facilities.
Specifically, the project addresses the following Policies:
• OS-1 - Parks and Open Space Funding, Action b. “Maintenance” - Monitor parks and open space and recreational facilities on a regular basis and identify those sites that require repair, renovation and/or improvements. Assign high priority to maintenance and renovation of existing parks and facilities.
• OS-5 - Accessibility For All - Continue to upgrade parks, trails, and community facilities to ensure accessibility and inclusivity for all residents.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).
CLIMATE IMPACT
Safe and walkable park pathways are vital to meeting the vehicle miles traveled reduction goals in the City’s Climate Action and Resiliency Plan (CARP). While there was demolition of existing concrete pole foundations, Bay Area Lightworks was required to recycle 95% of concrete and 65% of all other construction and demolition debris in accordance with section 10-5 of the special provisions, consistent with CARP.
