BACKGROUND

 

On June 16, 2015, the City Council approved a Disposition and Development Agreement (DDA) with the private developer, Alameda Point Partners (APP), for the Site A development, consisting of a 68-acre mixed-use project at the gateway of Alameda Point.  As part of the approval, APP agreed to contribute $10 million toward construction of a new Ferry Terminal at the Seaplane Lagoon to support expanded ferry services to San Francisco from Alameda.  The new ferry service from the Seaplane Lagoon is a cornerstone of the City of Alameda’s and APP’s plans to create a successful transit-oriented development at Site A and at Alameda Point, as a whole.  On April 5, 2016, the City Council approved a Ferry Terminal Plan for the Seaplane Lagoon, and a Memorandum of Understanding with the Water Emergency Transportation Authority (WETA), the regional public ferry service provider, to plan and implement this new Seaplane Lagoon service, as an expansion of their existing Main Street service.  City and WETA staff are working collaboratively with a team of consultants to design the ferry terminal.

 

On April 5, 2016, the City retained ENGEO, Inc. to work in conjunction with the marine engineer, Moffat & Nichol, to prepare geotechnical analysis of the onshore and offshore subsurface conditions to estimate the thickness and engineering properties of the subsurface deposits for deep foundation design for the abutment, pier, boarding float and boarding fender. 

 

City staff is recommending an amendment to its existing agreement with ENGEO for additional geotechnical testing to confirm estimates of onshore and offshore subsurface conditions for alternative designs.  This work will begin after the closing on the City’s transfer of the Phase 1 Property to the Developer.

 

DISCUSSION

 

Founded in 1971, ENGEO is a highly regarded firm of engineers, geologists, environmental scientists and hydrologists. With offices throughout California, ENGEO has done work on the Treasure Island/Yerba Buena reuse and Hunter’s Point Shipyard redevelopment and Mare Island Naval Base Shipyard redevelopment. ENGEO has previously provided preliminary geotechnical exploration for the Alameda Point Development in 2003 and for two Master Developers for the Alameda Point site, as well as in support of the City of Alameda’s infrastructure planning and CEQA process.

 

The proposed amendment is needed to confirm the engineering design of the onshore and offshore components of the Seaplane Lagoon Ferry Terminal at Alameda Point.

 

FINANCIAL IMPACT

 

It is recommended that in addition to augmenting the contract amount, the Base Reuse Fund revenue and expenditure budget be increased by $9,400.

This contract will not have a financial impact on the General Fund or Base Reuse Fund as the costs the City incurs will be reimbursed by the developer.  Under the approved DDA, Article 2.1(b), contingent upon the closing for the City’s transfer of the Phase 1 Property to the Developer, the Developer is obligated to pay $10 million towards the costs incurred for the permitting, design and construction of the Seaplane Lagoon Ferry Terminal.

No further expenditures will be incurred until after closing of the Phase 1 Site A project and the additional funds for the ferry terminal are available to the City per the DDA.

The development of Alameda Point is contained in Chapter 9 of the City’s General Plan, Alameda Point Zoning Ordinance, Master Infrastructure Plan for Alameda Point, Waterfront and Town Center Precise Plan for Alameda Point, among other Alameda Point policy documents.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15061(b)(3).

 

RECOMMENDATION

 

Authorize the City Manager to execute an amendment to an agreement with ENGEO, Inc. to extend term until March 2018; to add the amount of $9,400 for a total contract amount of $100,900 for geotechnical services related to the Seaplane Lagoon Ferry Terminal; and Adopt a Resolution Amending the Operating Budget for Fiscal Year 2016-17 by Adding $9,400 to the Base Reuse Fund.
