EXECUTIVE SUMMARY
In May 2024, the City Council adopted the City of Alameda ADA Self-Assessment and Transition Plan, which identified the Mastick Senior Center as a Phase 1 priority facility for accessibility improvements. City staff subsequently retained Interactive Resources (IR), a design firm with extensive experience in ADA improvement projects, to prepare a comprehensive design for the Mastick Senior Center ADA upgrades. The design is nearing completion and is expected to be ready for permit soon. Staff is now seeking input from the Commission on Persons with Disabilities (CPD) before finalizing the design.
BACKGROUND
Mastick Senior Center, a division of the Alameda Recreation & Parks Department (ARPD), operates year-round and provides a wide range of health, educational, and recreational programs for adults aged 50 and older.
In 2023, the City completed an ADA Self-Assessment conducted by Bureau Veritas (BV). The assessment evaluated accessibility barriers using a priority framework that considered public input, path of travel, and the severity of identified barriers. The findings informed the City's ADA Transition Plan, which was adopted by the City Council in 2024. The Transition Plan prioritized facilities for accessibility improvements based on programming needs, public use, and community input. As a result, the Mastick Senior Center was identified as a Phase 1 facility for ADA upgrades.
DISCUSSION
The BV report identified ADA barriers throughout the Mastick Senior Center and documented their existing conditions. Following completion of the assessment, City staff retained IR to evaluate the underlying causes of the identified barriers and develop practical, code-compliant design solutions.
IR developed a comprehensive ADA improvement plan that organizes the work into four construction phases. Phasing the project will allow the Center to remain open with limited operations and programming while construction is underway. The design focuses on providing an accessible path of travel throughout the campus, including accessible parking, restrooms, ramps, walkways, and common areas.
Of the 265 observations identified in the BV report, 239 are facility-related and addressed through this project. The proposed design resolves approximately 83% of the observations through full ADA compliance, 9% through alternative compliant solutions, 6% remain under evaluation, and 2% have been identified as infeasible due to existing site or structural constraints. Where full compliance is not achievable, alternative accommodation is provided. Examples of the proposed alternative solutions include:
1. Due to structural constraints at Ramp 4 which provides access to the women’s restroom in the basement level of the Apartment Building, An alternative accessible restroom is provided at the Social Hall. Signage will be provided.
2. The accessible path of travel was developed via exterior doors at the East and West Buildings vs. the interior courtyard doors due to their proximity to ramps and walkways, as well as constructability impacts on the Center which is to remain open in limited capacity during the project.
Staff seeks to discuss and receive input from the CPD regarding the priorities, phasing, and solutions presented in Exhibit 1.
