REGULAR MEETING OF THE

CITY OF ALAMEDA HISTORICAL ADVISORY BOARD

THURSDAY, OCTOBER 5 2023

1.                           ROLL CALL              

Present: Chair Sanchez, Vice Chair Jones and Board Members Hernandez and Borthwick.

Absent: Board Member Saxby

 

2.                     NON-AGENDA PUBLIC COMMENT

 

Shelby Sheehan, via Zoom, discussed (*:48) what she believed was illegal fencing at Seaplane Lagoon and she wanted information about how HAB operated. Her other comments are attached below.

3.                     MINUTES

3-A 2023-3431 - Historical Advisory Board Draft Meeting Minutes - July 6 2023

 

Board Member Borthwick made a motion (*4:05) to approve the minutes from July 6th 2023 and Board Member Hernandez seconded the motion. A vote was taken and the motion passed 4-0, Chair Sanchez abstained due to his absence at the meeting.

 

4.                     REGULAR AGENDA ITEMS

4-A 2023-3432

PLN23-0121 - 1251 Park Street- Applicant: Hien (Kim) Nguyen. Architect for Danny Troung. Public hearing to consider a Certificate of Approval to allow the demolition of an existing 1,217 one-story commercial structure built prior to 1942 to facilitate the construction of a new 2-story mixed use building. General Plan: Community Commercial. Zoning: Community Commercial Theatre Combining District. CEQA Determination: This project is a class 1 categorical exemption and no additional environmental review is necessary pursuant to CEQA Guidelines Section 15301(i) - Existing facilities - demolition of small commercial structures with a maximum occupant load of 30 persons

Public Comment for 4A

 

Shelby Sheehan, via Zoom, (*12:45) was glad that the HAB could made recommendations on the design. She didn’t think the design was not very Alameda-ish. She was concerned about the proposed fence and foot print of building.

 

Christopher Buckley, via Zoom, (*14:30) with the AAPS (Alameda Architectural Preservation Society) discussed a letter the society had sent. They were not against the demo but wanted a building that was well executed with the neighboring buildings. He gave detailed suggestions.

Board discussion and clarifying questions start at the 18:01 minute mark in the video.

 

Board Member Hernandez made a motion to (*40:50) to recommend holding a public hearing and adopting a resolution to approve the Certificate of Approval to demolish 1251 Park St. Also, to provide a summary of the comments from tonight regarding the proposed design to be processed by the Planning Board and the Design Review process. Chair Sanchez seconded the motion. A vote was taken and the motion passed 3-0 with Board Member Borthwick abstaining. 

 

4-B 2023-3433 - Historical Advisory Board 2024 Meeting Calendar

 

Steven Buckley, Planning Services Manager, discussed the upcoming dates.

Action for 4B

 

Chair Sanchez made a motion (*43:04) to adopt the 2024 Historical Meeting Calendar as outlined by the staff. Board Member Hernandez seconded the motion. A vote was taken and the motion passed 4-0.

 

 

5.                     BOARD COMMUNICATIONS

 

Vice Chair Jones acknowledged the AAPS, and discussed the incredible work they had done for the city.

 

Chair Sanchez welcomed Planning Services Manager Steven Buckley.

 

Board Member Borthwick urged the city to update the context study and survey for Alameda. So that the board had up to date documentation to base these types of decisions on. Chair Sanchez and Board Member Hernandez seconded that thought.

 

6.                      Staff Communications

 

Manager Buckley gave an update (*45:12) on the status of the Emmanuel Evangelical Lutheran Church being added to the National Register. That action was supported.

 

7.                      Adjournment

 

Chair Sanchez adjourned at 7:48pm
