EXECUTIVE SUMMARY
Building 24 is a non-historic hangar at Alameda Point, located at 2301 Monarch Street, Alameda. The roof has exceeded its life expectancy and requires replacement. This replacement is a scheduled project included in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund. Competitive bids for the project were solicited and as a result, staff recommends that City Council authorize the City Manager to execute a Construction Agreement with Courtney Waterproofing, Roofing, and Concrete Restoration (Courtney), the lowest responsive bidder, in an amount not-to-exceed $2,549,469 (Exhibit 1).
BACKGROUND
Building 24 located at 2301 Monarch Street at Alameda Point, consists of three hangar bays with a shared office space and restrooms. Constructed in 1990 and conveyed to the City in 2013, Building 24 was originally used for painting Navy aircraft and the large hangar doors now offer sweeping views of the SF skyline. Building 24 is a valuable asset and the roof replacement is necessary to protect and sustain the structure and to attract and retain long-term commercial tenants.
Evidence of significant water intrusion after rainstorms prompted staff to seek an assessment and estimates for repair or replacement of the roof. The assessment confirmed that Building 24 needs a full roof replacement, as the mineral cap sheet is in poor condition, and the roof system is experiencing significant mineral loss, blistering, and failures. With the expertise of a consultant, Kitchell CEM, Inc. (Kitchell), a commercial project management firm engaged by the City, design specifications were prepared in conjunction with The Garland Company (Garland), a commercial roofing and building envelope specialist. A public invitation to bid was issued in the form of a Request for Proposals (RFP) on July 19, 2024, for estimates for roof replacement based on the design prepared by Garland utilizing the same or equivalent product
Given the age of the building, and the proximity to the protected Least Tern nesting site, engagement with additional specialists was required in preparing for the roof replacement:
• Industrial and Commercial HVAC Specialist Prime Mechanical assessed the HVAC and mechanical units currently mounted on the roof that may need to be removed as part of the project. In the report Prime Mechanical submitted on July 29, 2024, all units were determined to be past life expectancy, and were recommended to be demolished and removed during reroofing, except for the boiler flues and mushroom style exhaust fans. It is anticipated that a new commercial tenant in Building 24, will design, permit and install occupancy specific systems in the future.
• Environmental Consultant Terraphase conducted a Hazardous Building Material Survey and provided Asbestos and Lead Abatement Specifications for the project.
• Ecological Consultants HT Harvey reviewed project scope, and issued a memo confirming that the project is consistent with Alameda Point US Fish and Wildlife Biological Opinion, and the project will be conducted during a timeframe that minimizes any impact on the local protected Least Tern colony.
In conjunction with the findings of Prime Mechanical, Terraphase, and HT Harvey Ecology, staff worked with Kitchell to issue the RFP for a full roof replacement to protect and sustain the City’s building asset, bring the insulation requirements to code, make the building an attractive space for prospective new commercial tenants and provide a 30-year warranty for the roofing materials and a 5-year warranty for workmanship.
DISCUSSION
To solicit the maximum number of bids and most competitive prices, plans and specifications were provided to 19 separate builders’ exchanges throughout the Bay Area. Notices were also placed on the City’s website and published in the Alameda Journal on July 19 and July 26, 2024. After a bidding period of 21 days staff received ten (10) timely proposals, which were publicly opened on August 8, 2024, at 2:01pm.

Staff determined Courtney was the lowest responsive monetary bidder with a price $2,549,469. Staff sought permits for the project, and are in the final permit approval process. If City Council authorization is granted and the City Manager executes the Agreement, it is anticipated that the roof replacement project would commence at Building 24 by the end of September 2024. It is estimated the roofing project will take three months and be completed on or before December 31, 2024.
ALTERNATIVES
• Award the contract to Courtney as proposed.
• Modify the scope of work and/or adjust the approved contract authorized amount.
• Do not award the contract and give another direction to staff. Not awarding the contract will result in delaying the replacement of the existing roof and lead to further degradation of the structure.
FINANCIAL IMPACT
The funds for this project are budgeted in the Base Reuse and Economic Development budget for the Capital Improvement Program (Project No. C75400, AP Facility Improvements). No additional funding is requested.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code.
This project supports the City Strategic Plan priority to Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.
This action is subject to the Levine Act.

CLIMATE IMPACT
Installation of the new membrane roofing system includes the addition of modern insulation materials. This will improve the climate conditions inside the building, improve the efficiency of HVAC/climate control systems and reduce energy usage. In addition, the installation method specified for the project utilizes a torch-applied base sheet which reduces the amount of material needed.
RECOMMENDATION
Authorize the City Manager to execute an agreement with Courtney Waterproofing, Roofing, and Concrete Restoration for the Building 24 Roof Replacement Project, for an amount not-to-exceed $2,549,469.
