EXECUTIVE SUMMARY
On March 15, 2022 (File no. 2022-1758), City Council authorized the City Manager to execute a three-year agreement with Chrisp Company for the Sign and Striping Maintenance Project (Agreement) in an amount not-to-exceed $723,777. For year two of the project, staff is focusing on refreshing pavement markings, extending bicycle facilities, and improving traffic safety on Main Street, between Ralph Appezzato Memorial Parkway and Navy Way. In order to proceed with this work, staff is requesting City Council authorize a First Amendment to the Agreement increasing the compensation amount for year two from $240,620 to $284,824, an increase of $44,204; and increasing total compensation for the Agreement to an amount not-to-exceed $767,931. This increase is necessary to incorporate all planned pedestrian and bicycle safety improvements.
BACKGROUND
In 2019, staff used the Sign and Striping Maintenance Project to implement a road diet on Main Street from Pacific Avenue to the ferry terminal. This converted the previously, four-lane roadway to two travel lanes with a striped median, a turn lane, or two-way left-turn lane, and two bike lanes. This provided improved access for bicyclists and ferry users and moved the City of Alameda (City) closer towards its goals of improving bicycle safety and expanding its bicycle network. These goals are identified in various City documents, such as the General Plan, Vision Zero Action Plan, and Active Transportation Plan.
For this year’s project, staff is recommending continuing those efforts by extending the Main Street road diet from the ferry terminal to Navy Way, thus, providing bike lanes on the full stretch of Main Street (covering 1.4 miles). The planned work also includes improvements to pedestrian and bicycle safety, specifically at the intersections of Ralph Appezzato Memorial Parkway and W. Midway Avenue. It will also replace the existing faded striping on Main Street.
DISCUSSION
Currently, when one is traveling westbound on Ralph Appezzato Memorial Parkway (towards Alameda Point) and makes a right turn onto Main Street, there is a concrete pork-chop island and slip lane. These elements are necessary for larger vehicles to make right turns along this truck route. However, the existing space for vehicles to merge onto northbound Main Street is quite long, leaving a 232 foot bicycle conflict zone. The planned improvements reduce that conflict zone to 70 feet, while providing sufficient space for truck maneuvers as detailed in Exhibit 1, page 1.
The intersection of West Midway Avenue at Main Street also has a striped pork-chop and slip lane for eastbound motorists turning right from West Midway Avenue onto Main Street. However, West Midway Avenue is not a truck route and the lack of concrete hardscape leaves pedestrians and bicyclists vulnerable along the western crossing at this intersection. The planned improvements close off the slip lane and provide enough space for passenger vehicles to make the right turn in the intersection. Staff will use concrete wheel stops and delineators (3 feet tall plastic posts) to close off the corner. The northwest corner, which also lacks concrete hardscape, will also receive concrete wheel stops and delineators. These will help to physically separate motor vehicles from pedestrians and bicyclists. Edge line striping will also be installed to enhance visual warnings to motorists. These improvements are detailed in Exhibit 1, page 2.
As mentioned above, the road diet and bike lanes will be extended to Navy Way. Please see Exhibit 1, page 3 for proposed bicycle connectivity at that end of the project.
Staff recommends executing a First Amendment to the Agreement, amending year two of the contract with Chrisp Company from $240,620 to $284,824 for a total increase of $44,204, resulting in a total not-to-exceed contract amount of $767,931. The First Amendment to Agreement has been provided as Exhibit 2.
ALTERNATIVES
• Amend the Agreement as presented.
• Do not amend the Agreement, which would result in phasing of the project. This is not recommended because implementing the project in phases may delay some of the safety improvements included in the project.
FINANCIAL IMPACT
The funds for this project are budgeted in the Capital Improvement Program with funds appropriated in the Signs, Pavement Markings, and Curb Painting capital project, C12000. The funding source for project C12000 is Gas Tax (Fund 211) and Measure B/BB Local Streets and Roads (Funds 230/231). No additional budget appropriations are needed for the proposed First Amendment.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Alameda Municipal Code. The proposed safety improvements are supported by policies in the City of Alameda General Plan, Vision Zero Action Plan, and Active Transportation Plan.

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).
CLIMATE IMPACT
Safe streets promote walking and biking, which reduce greenhouse gas emissions from gas powered vehicles.
RECOMMENDATION
Authorize the City Manager to execute a First Amendment to the Agreement with Chrisp Company for the Sign and Striping Maintenance Project to increase the total compensation by $44,204 for a total not-to-exceed amount of $767,931.
