EXECUTIVE SUMMARY
The City of Alameda (City) must appoint a representative to serve on the Alameda County Mosquito Abatement District Board (Board). Following candidate interviews conducted by Mayor Ezzy Ashcraft and the Public Works Director in October, Nick Ksiazek is being recommended for appointment to a four-year term extending through December 31, 2029.
BACKGROUND
The Board is composed of 15 members, one member from each city in the County and one member from the County-at-large. Pursuant to Section 2024(a) of the California Health and Safety Code, a member is appointed for either a two-year or four-year term, at the election of the appointing authority.
The Board determines the general policies to be followed, employs the District manager, approves the annual budget, and controls the expenditures. Each fiscal year, the Board determines the rates of the special tax and benefit assessment that will be levied upon property owners. Funds are held in a trust fund by the County Treasurer and paid out on warrants approved by the Board and authorized by the County Auditor.
DISCUSSION
If approved by the City Council, Mr. Ksiazek’s appointment will be effective January 1, 2026, for a four-year term ending December 31, 2029.
Mr. Ksiazek’s professional background and interest in public service make him a strong candidate to represent Alameda on the Board and contribute to regional efforts to prevent mosquito-borne illnesses and protect public health.
ALTERNATIVES
• Appoint Nick Ksiazek to the Board.
• Direct staff and the Mayor to seek an alternative candidate. However, recruiting, interviewing, and returning to City Council with a new recommendation before the current appointee’s term expires on December 31, 2025, would be difficult. This may result in the City being unrepresented at the Board’s January 14, 2026 meeting and subsequent meetings until an appointment is made.

This action does not have a financial impact.

This action is consistent with the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Adopt a resolution appointing Nick Ksiazek as Trustee to the Alameda County Mosquito Abatement District Board.
