EXECUTIVE SUMMARY
The Mastick Senior Center roof has exceeded its life expectancy and requires replacement. The Alameda Police Department roof is also nearing the end of its service life. These replacements are scheduled projects included in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund. Staff recommends City Council award the proposed agreement to Garland/DBS, Inc. in an amount not-to-exceed $1,635,800.
BACKGROUND
Mastick Senior Center, a division of the Alameda Recreation & Park Department (ARPD), provides a variety of programs and services in the areas of health, education, and recreation to adults age 50 and older. The facility is highly used year-round to host recurring programs and special events.
The Alameda Police Department building is the primary facility housing the City’s Police Department including support services. The facility is fully operational year-round, 24 hours a day, and is essential to ensuring that the department can meet its responsibility for protecting the City’s residents, property owners, and businesses. The facility is designated as one of the City’s Emergency Operations Center, playing a key role in emergency/disaster response.
Both of the proposed roof replacement projects were identified as part of the capital planning in the City’s Internal Service Fund and was budgeted, accordingly.
In accordance with City Administrative Policies and Procedures No. 5 (Purchasing Policy), services may be purchased by piggybacking on another agency’s purchase agreement or through cooperative purchasing.
DISCUSSION
The City is an active member of OMNIA Partners, a cooperative purchasing agency that provides governmental agencies with access to existing contracts for supplies and services through a Master Intergovernmental Cooperative Purchasing Agreement. Through OMNIA, staff identified an eligible cooperative agreement between Racine County, WI and Garland/DBS, Inc., a roofing supply and service vendor, capable of satisfying the project needs. Staff worked with Garland/DBS, Inc. to develop the project specifications and obtain local market-adjusted pricing.
Staff recommends awarding a contract to Garland/DBS, Inc. for a total amount of $1,635,800, which includes a 10% contingency of $148,699. This is the total of the base price for Mastick of $936,341 and a 10% contingency of $93,634; and the base price for the Police Department of $550,646 and a 10% contingency of $55,064. Garland/DBS Inc. shall not pay less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.
ALTERNATIVES
• Award the contract, as proposed.
• Modify the scope of work and/or adjust the approved contract authorized amount.
• Do not award the contract and give another direction to staff. Not awarding contract will result in delaying the replacement of the existing roof for additional rainy seasons.
FINANCIAL IMPACT
The funds for this project are budgeted in the Public Works Department budget for the Capital Improvement Program (Project No. C41000, City Buildings). No additional funding is requested.

ENVIRONMENTAL REVIEW
This action is exempt from environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). None of the exceptions in CEQA Guidelines Section 15300.2 apply.
CLIMATE IMPACT
Installation of the new membrane roofing systems include the addition of modern insulation materials. This will improve the climate conditions inside the buildings, improve the efficiency of the HVAC/climate control systems and reduce energy usage. In addition, the installation method specified for the project utilizes “cold process modified asphalt” which reduces greenhouse gasses, odors, and VOC’s generated during installation, in comparison to hot asphalt installations.
RECOMMENDATION
Authorize the City Manager to execute an agreement with Garland/DBS, Inc. for the Mastick Senior Center and the Police Department Roof Replacement Project, for an amount not-to-exceed $1,635,800.
