DRAFT MINUTES
MEETING OF THE
CITY OF ALAMEDA PLANNING BOARD
MONDAY, MAY 27, 2025
1. ROLL CALL
The meeting was called to order at 7:00 p.m.
* Members of the public can participate in person or remotely via Zoom.
Present: President Cisneros, Vice President Ariza and Board Members Hom, Saheba, and Tsou.
Absent: Vice President Ariza Board Members Ruiz and Wang
2. AGENDA CHANGES
Item 5-C was continued “off calendar” to a future agenda, this item was continued at 5/19/25 at 9am.
Item 5-A was moved to the Consent Calendar at 5/27/25 at 10am.
3. NON-AGENDA PUBLIC COMMENT
Kurt Peterson (*1:24) shared his concerns about the “no right turn on red” signs that were on Appezzato Way, all the cross streets that go from Webster to Main. He felt that since you could clearly see the bike lane a more appropriate sign would be “beware of bikes”. He felt that during the 3 o’clock pick up time was a mess. He wanted this to be looked into.

There was not a quorum to vote on the minutes. Minutes were carried over to the next meeting.
5-A (4-B) 2025-5090 - General Plan Conformance: Conduct a Public Hearing to Make a Determination that the Proposed Fiscal Year 2025-26 and 2026-2027 Capital Budget is Consistent with the General Plan. CEQA Determination: Not a Project.

Board Member Hom made a motion (*6:05) to adopt the General Plan Conformance item and Board Member Tsou seconded the motion. A vote was taken and the motion passed 4-0.
5. REGULAR AGENDA ITEMS
5-A (5-B) 2025-5091- Inclusionary Housing Ordinance Update. WORKSHOP to consider recommendations for updates to the inclusionary housing ordinance. General Plan: Citywide. Zoning: Citywide. CEQA Determination: Exempt - Common sense exemption - regulation of affordable housing have no possibility of an effect on the physical environment.
Steve Buckley, Planning Services Manager, introduced (*6:46) this item and gave a presentation with the consultant, Kearstin Dischinger. The staff report and attachments can be found at:

5-C (5-B) 2025-5094 - USE PERMIT - Prior to development pursuant to the Encinal Terminals Master Plan, applicant wishes to utilize the property (APN's 072-382-001, 072-382-002, 072-383-001, and 072-382-009) for temporary uses while pursuing development permits, which are anticipated to last until March 2028. Anticipated potential temporary uses could include parking, general storage, boat storage, or similar uses. CEQA: exempt. (This item was continued “off calendar” to a future agenda, this item was continued at 5/19/25 at 9am.)
