EXECUTIVE SUMMARY
The California Department of Resources Recycling and Recovery (CalRecycle) administers programs (grants) in furtherance of the State of California’s (State) efforts to reduce, recycle and reuse solid waste generated thereby preserving landfill capacity and protecting public health and safety and the environment. The CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. The City of Alameda’s (City) previous resolution from 2016 is now expired and a new resolution is needed to preserve the City’s ability to apply for and be awarded this grant funding.
BACKGROUND
CalRecycle administers programs (grants) in furtherance of the State efforts to reduce, recycle and reuse solid waste generated thereby preserving landfill capacity and protecting public health and safety and the environment. The CalRecycle grant application procedures require an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants.
The City is eligible for grant funds from CalRecycle and has historically been successful in applying for and administering these grant funds. A resolution is required every 5 years to be eligible for the continued application and award of the funds.
In 2016, City Council approved the most recent resolution authorizing submittal of all required grant documents. At this time a new resolution is needed to continue successful application for and award of CalRecycle grants, which fund existing City programs.
City programs funded by CalRecycle grant money include: used oil recycling, compost procurement related to Senate Bill (SB) 1383 (California’s Short-Lived Climate Pollutant Reduction Strategy) and recycling outreach.
DISCUSSION
Staff recommends approval of the resolution to continue the City’s programs funded by these CalRecycle grant awards, and to apply for additional grant awards such as the next round of SB 1383 funding for which applications are due this month.
ALTERNATIVES
• Approve the resolution as presented to allow continued application for and award of CalRecycle grants
• Do not approve the resolution and forfeit the City’s ability to apply for and receive these grants going forward.
FINANCIAL IMPACT
Grant funds are non-competitive and do not require matching funds. There is no impact to the General Fund. In Fiscal Year 2022-23, the City received $146,750 in CalRecycle Grant Funding.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Climate Action and Resiliency Plan (2019), the Zero Waste Implementation Plan (ZWIP) (2010), and the ZWIP Update (2018).
ENVIRONMENTAL REVIEW
In accordance with CEQA, this project is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment). The City’s programs funded by CalRecycle grants guide the City in the reduction in greenhouse gas emissions, thus protecting the environment.
CLIMATE IMPACT
The City’s Climate Action Resiliency Plan (CARP) assumes full implementation of the ZWIP Update to achieve the City’s greenhouse gas reduction goals. In addition, the 2021 CARP annual report identifies compost and mulch application as a priority for 2022 to reduce methane emissions, sequester carbon, and build heathy soil.
