BACKGROUND

 

In October 2021 the City Council adopted the current Policy for Naming City Facilities and Streets, which authorizes the Planning Board to designate street names for new developments (Exhibit 1). The Subdivision Ordinance, AMC section 30-84.5 Street Names, also designates the Planning Board as the body responsible to approve street names. On December 12, 2022 the Planning Board approved a Development Plan and Design Review for a 90-unit townhome project at the former Pennzoil packaging site at 2015 Grand Street.  The City Council approved the Vesting Tentative Tract Map and Density Bonus for the project on February 7, 2023.  The applicant has now chosen names for the private streets and is seeking Planning Board approval.

 

DISCUSSION

 

The previously approved project at the intersection of Clement Avenue and Grand Street features 90 townhome units, with 5 of those units featuring an Accessory Dwelling Unit (ADU), spread across 14 buildings.  Currently Clement Avenue dead ends at Grand Street along the eastern border of the project site, then starts again west of the site at Hibbard Street.  As part of the project the developer will extend Clement Avenue through the site between Grand Street and Hibbard Street, and will widen Hibbard Street between Clement Avenue and Ellen Craig Avenue to the south.  In addition to the extension/expansion of Clement Avenue and Hibbard Street the project has several interior private streets and alleys. 

 

At the time of project approval the developer had not chosen names for these private streets; the streets were shown with placeholder letter names in the approved Development Plan.  As the developer prepares to move forward with the project they have proposed final street names, which will also assist with assigning addresses to the units as they are issued building permits.

 

Page 3 of the Policy provides technical guidance on selecting street names. The applicant is proposing the following nautical themed street names to reflect the project’s location within the City’s Northern Waterfront (Exhibit 2):

1.                     Anchorage Street

2.                     Bayfront Street

3.                     Crossing Alley

4.                     Horizon Street

5.                     Larkspur Street

6.                     Tidewater Alley

 

The subdivision ordinance also provides that there should be no duplication of names, and the project complies because the proposed street names are unique to the project.

 

ENVIRONMENTAL REVIEW

The issuance of street names is exempt from CEQA under the common-sense exemption, i.e. there is no reasonable possibility that there could be an environmental effect from the action.

 

PUBLIC NOTICE

 

Property owners and residents within 300 feet of the project’s boundaries were notified of the public hearing and given the opportunity to review and comment on the proposal.

 

RECOMMENDATION

 

Hold a public hearing and approve Development Plan Amendment application #PLN22-0127 based on the findings and subject to the conditions of approval as stated in the Draft Resolution (Exhibit 3).
