EXECUTIVE SUMMARY
City of Alameda (City) fleet vehicles are serviced and repaired by Public Works Fleet Services at the Garage Central Repair Building. Vehicle lifts provide necessary access to an automobile’s undercarriage enabling staff to better and more efficiently function to conduct service and repairs. The Garage Central Repair Building’s existing heavy-duty vehicle lift is well past its useful life, is in disrepair and is unserviceable. Staff recommends City Council authorize the City Manager to execute an agreement with Liftnow for the purchase and installation of a replacement heavy duty vehicle lift in an amount not-to-exceed $436,500. Pricing is based on Liftnow’s Sourcewell Contract #121223-LFT. The City is an active member of Sourcewell, a national purchasing agency, whose cooperative purchasing agreements have been competitively solicited in conformance with state and local purchasing requirements.
BACKGROUND
Fleet Services oversees the City fleet including 453 vehicles, trucks, lawn care, construction equipment, trailers and towed machinery. The City fleet includes fire apparatus, police vehicles, public works trucks, parks equipment, and general administrative vehicles. The division provides essential support to City departments by ensuring vehicles and machinery are in good working order with a focus on safety, sustainability, and reliability. Over 1,500 services and repairs are completed every year, as well as the procurement of replacement vehicles and equipment.
Fleet Services operates out of the Garage Central Repair Building, which was built in 1969. The division requires a heavy-duty vehicle lift to raise and service large vehicles such as fire apparatus, heavy duty public works trucks and street sweepers. The existing heavy-duty lift, believed to be original to the building, is well past its useful life, is in disrepair and is unserviceable. Without a functioning heavy-duty lift, repairs on heavy duty vehicles need to be sent to an outside vendor, which increases vehicle down time and has the potential for increased costs.
DISCUSSION
The City is an active member of Sourcewell, a national purchasing agency, whose cooperative purchasing agreements have been competitively solicited so that government agencies can utilize their agreements meeting all state, local and federal public procurement requirements, including prevailing wage rates. The City uses cooperative purchasing as a purchase method that complies with public procurement requirements for goods and services.
Pricing in the proposed agreement is based on Liftnow’s Sourcewell Contract #121223-LFT. The proposal from Liftnow is turnkey, from the removal of the failed existing lift to the installation of the new lift.
Staff recommends awarding a contract to Liftnow Automotive Equipment Corp. for a total amount of $436,500, which includes the base bid of $396,820 and a 10% contingency of $39,682. The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the Public Works Director.
ALTERNATIVES
• Award the contract as recommended
• Do not award the contract and direct staff to conduct a competitive solicitation for this service. This will cause delay in getting the replacement heavy duty vehicle lift and continued disruption to Fleet Services operation.
• Do not award the contract and direct staff to not replace the heavy-duty vehicle lift. This will result in the ongoing use of outside vendors for heavy duty vehicle repairs, which means increased repair times and down time for critical fleet assets.
FINANCIAL IMPACT
Funds to purchase and install the vehicle lift are available through the Fleet Maintenance & Replacement fund (60141580-81050) and the Facilities Internal Service Fund (C41000). There is no additional impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code, in line with the City’s Strategic Plan to Enhance Community Safety & Services. This action is subject to the Levine Act.

RECOMMENDATION
Authorize the City Manager to execute an agreement with Liftnow Automotive Equipment Corp. to replace the vehicle lift at City Fleet Services for an amount not-to-exceed $436,500.
